Summary

The customer is seeking a Network Engineer III to oversee the workflow involved in maintaining the RNEC-NCR network infrastructure (including the Installation Campus Area Network (ICAN).

Responsibilities include design and implementation of network infrastructure, resolving advanced support issues, and managing junior Network Engineering staff.


Essential Functions

  • Supports the Government by performing a variety of broad network engineering tasks focused on the design, implementation, testing, and troubleshooting of the RNEC-NCR intricate network infrastructure (including the Installation Campus Area Network (ICAN).
  • Uses Remedy ticket submissions for work assignments responding to critical and VIP tickets
  • Manages a Network Engineering staff composed of Intermediate and Junior Network Engineers who support:
    • Network operations with activities such as, installation of new modified hardware, operating systems and software applications ensuring compliance with Information Assurance ( IA) security integrity requirements for the enclave, installation of the LAN, WAN, SONET and related equipment, maintaining critical components of the ICAN from the edge router to the Area Distribution Switches (NIPR/layer 2, SIPR/Layer #) and configuring and supporting the use of DOD Common Access Card (CAC) and Public Key Infrastructure (PKI) for user authentication into the network and into applications and for signing and encrypting electronic mail.
    • Successfully completing equipment installations, movements, additions, and changes, maintain the network infrastructure including hubs, routers, switches, concentrators, firewalls, virtual private networks (VPNs), SONET multiplexers, servers, storage area nodes (SANs), cable management systems and other network enhancements down to the Edge Access Switch level.
    • Supporting NIPRNET Internet and web access, establishing communication links capable of providing required bandwidth to support effective and efficient connectivity and digital communications between Fort Belvoir and offsite Government facilities,
    • Implementing/maintaining software and application configuration management and configuration reporting, installing/updating anti-virus software and anti-virus signature files on all assigned assets, installing security patches to protect against information assurance (IA) vulnerabilities, implementing/applying procedures to ensure only approved personnel have access to the Fort Belvoir network, and installing Government Public Key Infrastructure (PKI) server side certificates and implement Secure Sockets Layer (SSL) and other secure methods of data transmission including support to the VPN, VPN servers, CITRIX, and Structured Query Language (SQL) servers.
    • Analyzing the network architecture to identify modifications required to maintain optimum efficiency, developing and testing automated processes for generation of client software packages using the Master Station Log (MSL) to record and submit all work assignments
    • Testing ICAN software prior to upgrading network devices (Switches & Routers) across the RNEC-NCR
    • Provides customer review, support, and approval for Ports Protocol Services (PPS) for all Firewall implementations. Assisting Firewall Team during implementations and deployments, engineering support solutions for the RNEC-NCR, engineer long haul base inter-connectivity communications for Fort Belvoir, JBMHH, Fort McNair, Fort Meade (SIPRnet), Fort Detrick (SIPRNet) and AP Hill network system
    • Developing and testing automated processes for deployment of client software packages utilizing existing government tools (i.e. JMN, CHMIERA, GEM-X, CTC, etc.)
    • Supporting the Installation Transport Center (ITC) by providing support focused on the design, implementation, testing, and troubleshooting of Wide Area Networks across intricate network infrastructure, wireless, data and voice services
    • Network Engineers support long haul communication for Fort Belvoir, Fort AP Hill, Joint Base Myer Henderson Hall, and Fort Meade network system, including the WAN, SONET links and connectivity, fiber and Ethernet cabling, and other infrastructure components to include frame, patch panels, multiplexers (Edge links, Access-T), hubs, routers, switches, concentrators, firewalls, SONET multiplexers, cable management systems and other network enhancements down to the Edge Access Switch level, using the Master Station Log (MSL) to record and submit all work assignments that deal with C4IM customers, troubleshooting
    • Using Remedy ticket submissions for all work assignments that deal with customers in support of ensuring all responses to critical and Very Important Person (VIP) tickets are accomplished
    • Supporting the installation of new/modified hardware, operating systems and software applications ensuring integration with DISA and Regional IA compliance, provides Communication Security (COMSEC) support to DISA and RNEC-NCR customers by picking up, keying, rekeying, Over the Air Rekey (OTAR), deleting, inventorying and documenting COMSEC material and COMSEC devices accomplishing capture design and configuration for COMSEC devices
    • Performing software upgrades, maintaining/managing software and application configurations and configuration reporting, installing security patches to protect against information assurance (IA) vulnerabilities, implementing procedures to ensure only approved personnel have access to the Fort Belvoir network, and installing Government Public Key Infrastructure (PKI) server side certificates and implementing Secure Sockets Layer (SSL) and other secure methods of data transmission including support to the VPN and VPN servers, CITRIX and Structured Query Language (SQL) servers.

Competencies

  • Bachelor of Computer Science degree, or its equivalent.
  • Must have a minimum of three (3) years' relevant experience
  • Must have IAT-II certification (Networking Environments)
  • Must have excellent communication skills (oral and written) to adequately communicate inputs/guidance to Network Engineers, interact with the government customer and to accommodate possible interactions with senior government officials.
  • Customer prefers candidates who demonstrate an in-depth knowledge of the communications networks and systems employed by the customer.
  • Preferred certifications are: CompTIA A+, Comp TIA Network+, Microsoft Certified Solutions Associate (MCSA), Microsoft Certified Solutions Expert (MCSE, Cisco Certified Entry Networking Technician (CCENT), Cisco Certified Network Associate (CCNA) - Routing and Switching, Cisco Certified Network Professional Level (CCNP) - Routing and Switching and VMware Certified Professional.
