Summary

The Civil Engineer provides a wide range of professional engineering services and technical consultation to management, other professionals, and contractors engaged to carry out projects in civil (site) engineering aspects of the design and construction of safe, secure, and fully functional facilities at overseas diplomatic posts throughout the world.    A focus on land development, Wastewater Treatment, Potable Water Treatment and Planning.

Essential Functions 

  • Works closely with assigned design manager on the design of a specific engineering construction project, to ensure timely and correct technical information is available to top management; 
  • Reviews and revises drawings, calculations, and specifications related to civil (site) work, including design proposals suggested by tenant agencies as well as other federal agencies whose requirements impact facilities. Correlates proposals with contract architects and engineers; 
  • Serves as a focal point on the civil (site) engineering design of specific projects; provides comprehensive civil engineering advice and assistance during the design phase of projects; consults with architects, contract engineers, and others during project design 
  • Serves as a consultant to post management regarding buildings and sites that have been damaged by earthquake, fires, explosions, storms, flooding, erosion or settlement problems, and other phenomena 
  • Working knowledge of architecture and related engineering fields; 
  • Remains abreast of new civil (site) engineering technology resulting from state-of-the-art conferences and symposia and ensures that new technology is incorporated into the application and standards used by federal government; 
  • Provides input, analysis, advice and recommendations to DE Code Officials for the design and construction of government facilities, and assists in adjudicating discrepancies in the interpretation of the Code; 
  • Develops and ensures the applicability of current engineering criteria (guidelines for agency-wide use) relating to the civil (site) design of buildings; serves as an authority on civil (site) design standards; and assists the Office of Facility Management in establishing criteria and standards governing civil (site) engineering aspects of facility operations, maintenance and repair; and, In response to inquiries from public, media, or elected representatives, contractor drafts statements, interpretations, or clarifications of United States Government policy, criteria, or procedures associated with the civil (site) engineering aspects of projects. 
  • Ability to independently conduct and/or coordinate in-house studies, designs, and evaluations in areas of civil, geotechnical, and structural engineering. This will include data collection and maintenance as well as cost estimating

  • Proficient with Microsoft Office Suite, Adobe Creative Suite, and other related software.

Experience 

  • Minimum of 10 years of experience as a Civil or Structural Engineer, responsible for providing expert advice and assistance regarding design, drawings, and specifications development for civil and structural engineering aspects of building facilities including offices, residences, and special use structures whether owned, leased, or under construction. 
  • Mastery of the theories, principles, practices, and methodologies of civil (site) engineering 

Education  

  • Bachelor’s degree preferred 

Additional Eligibility Qualifications 

  • Knowledge of the principles and practices of related engineering fields, such as mechanical and electrical engineering, sufficient to effectively consult, interface, and partner with fellow professionals engaged in related aspects of assigned projects. 
  • Ability to interpret plans and specifications for a variety of large and complex building projects, and to investigate extensive changes in design specifications, construction and materials proposed by contractors or others to accommodate conditions at construction sites and to expedite construction. 
  • Ability to understand engineering principles and practices in foreign countries, to ensure that projects are designed and built to federal government standards without conflict with the host country; including knowledge of local building specifications and building codes. 
  • Ability to communicate effectively, both orally and in writing, on highly complex, controversial and time-sensitive matters, to highly diverse audiences at all levels of expertise and authority, both within and outside of government.
