ELMS Technician
Position Overview---As the Tier II ELMS Technician, you will act as a model of customer service excellence to all organizational staff members in the 6.4 Tier II Desk Side as part of DISA's Command, Control, Communications, and Computers Enterprise Directorate (C4E) J6 Service Delivery contract. You will independently administer the Enterprise Logistics Management System (ELMS) for IT assets within the Tier II Deskside and Remote Support program — applying specialized knowledge of DoD property accountability regulations to determine appropriate ELMS record entries and lifecycle transitions, reconcile physical inventories against ELMS records, evaluate disposition status of IT assets, investigate and resolve discrepancies, and respond to internal and external audit inquiries.
Primary Duty – ELMS Administration, Property Accountability Analysis, and Independent Judgment
The primary duty of this position is the independent administration of the ELMS property accountability program for IT assets within the Tier II Deskside and Remote Support program. The candidate exercises discretion and independent judgment with respect to matters of significance to J6 IT asset accountability — including ELMS record determinations, discrepancy resolution decisions, audit response posture, disposition recommendations affecting Government property, and coordination with the Accountable Property Officer on findings — applying specialized knowledge of DoD property accountability regulations. Each asset movement, reconciliation cycle, audit inquiry, and disposition decision requires independent analytical judgment applied to a specific fact pattern under controlling DoD property regulations. Physical tasks are incidental to and performed in furtherance of this primary administrative duty.
- Independently determines appropriate ELMS record entries and lifecycle transitions for J6 IT assets from receipt through disposition; applies specialized knowledge of DoD property accountability regulations to each asset; exercises judgment in classifying records that fall outside standard lifecycle paths.
- Independently analyzes DD Form 1150s for all equipment issuances, turn-ins, and lateral transfers within the Tier II Deskside and Remote Support program; reviews submitted forms for accuracy and completeness; exercises judgment in resolving discrepancies before ELMS entry.
- Independently conducts periodic physical inventories of IT equipment assigned to J6-supported organizations; reconciles physical counts against ELMS records; applies analytical judgment to identify root causes of inventory variances and to determine corrective action.
- Independently analyzes asset movements reported by deskside technicians; determines when reported movements require additional verification before record update; exercises judgment in detecting and investigating inconsistencies between reported and observed asset locations.
- Independently coordinates with the imaging and deployment team on tracking device assignments; reconciles deployment records against issued equipment; exercises analytical judgment in resolving reconciliation gaps.
- Independently processes equipment disposition requests in accordance with DoD property accountability regulations; exercises judgment in disposition recommendations affecting Government property; ensures compliance with required disposal documentation; coordinates with the Accountable Property Officer (APO) on significant disposition findings.
- Independently investigates and resolves discrepancies between physical inventory and ELMS records; applies analytical judgment to determine root cause across multiple data sources; recommends corrective action to J6 program leadership; coordinates FLIPL initiation where required.
- Independently maintains audit-ready documentation of all asset management transactions; analyzes audit inquiries from internal and external auditors; compiles supporting documentation; exercises judgment in audit response posture and in scope of disclosure.
- Independently coordinates with the 6.12 Asset Management Program team on property accountability policies and procedures; exercises judgment in applying enterprise-level policy to Tier II Deskside-specific situations and in identifying where Tier II practice should inform enterprise policy.
- Independently synthesizes operational ELMS data into actionable analytical reporting for the Deskside Manager and J6 program leadership; identifies trends and recommends process improvements based on multi-cycle reconciliation analysis.
- Identifies recurring patterns in asset discrepancies, audit findings, and disposition decisions; contributes recommendations for SOP improvements and ELMS administration procedural refinements to J6 program leadership.

Requirements
- Active Secret security clearance.
- Demonstrated ability to independently administer a ELMS property accountability program for an IT asset portfolio without continuous direct supervision.
- Ability to exercise discretion and independent judgment in ELMS record determinations, discrepancy resolution, audit response, disposition recommendations, and APO coordination on findings affecting Government property.
- Working knowledge of DoD property accountability regulations (DoDI 5000.64, DoD 7000.14-R, FAR 52.245-1), ELMS administration, DD Form 1150 processing, FLIPL processes, and audit response procedures.
- Strong analytical and problem-solving skills with a demonstrated record of reconciling physical inventory against multiple independent system records and resolving discrepancies through root-cause analysis.
- Strong customer service orientation; ability to coordinate effectively with deskside, imaging, and APO personnel.
- Ability to conduct research into DoD property accountability and ELMS issues as required.
- Highly self-motivated and directed; capable of operating with minimal supervision.
- Keen attention to detail and rigorous documentation standards consistent with DoD property accountability requirements.
- Team-oriented and skilled in working within a collaborative environment, including coordination with the Accountable Property Officer and J6 program leadership.
Education and Experience
- Required Education: Bachelor's degree in Business Administration, Information Systems, Logistics, Supply Chain Management, or a related discipline; or equivalent combination of advanced vendor certification (including ELMS training certification) and directly relevant professional experience accepted in lieu of degree.
- Required Experience: 3 or more years of progressively responsible professional experience in DoD property accountability, IT asset management, or supply chain/logistics administration in roles requiring independent judgment and analytical decision-making.
- Preferred Experience: Prior experience supporting a DoD or J6 customer environment, including ELMS administration, FLIPL processing, property audit response, or APO coordination.
- Required Certifications: CompTIA Security+
- ITIL v4 Foundations, ELMS training certification within 6 months.
