- Scope of work
- Canada requires temporary help services to provide CAFCYBERCOM with specialized advisory expertise in support of its ongoing civilian human resources transformation and organizational growth. The Special Advisors will deliver strategic analysis, recommendations, and expert guidance to strengthen CAFCYBERCOM’s HR governance, policies, and workforce planning frameworks during this period of rapid expansion. The work will focus on examining current HR structures and practices, identifying systemic issues or risks, and proposing solutions that align with CAF, departmental, and Government of Canada human resources frameworks. The Special Advisor will support senior leaders by developing policy guidance, conducting research on best practices, analyzing complex HR challenges, and contributing to modernization initiatives required to enable sustainable workforce growth. Activities may include:
- Conducting analysis of CAFCYBERCOM’s civilian staffing frameworks and identifying gaps, risks, or areas for improvement;
- Providing expert recommendations on HR policy, governance, and process design to strengthen departmental compliance and decision‑making;
- Advising on strategic workforce planning approaches to support CAFCYBERCOM’s rapid organizational expansion;
- Supporting the development or refinement of HR policies, directives, standard operating procedures, and guidance documents;
- Reviewing staffing‑related documents, briefing materials, and corporate products for accuracy, compliance, and alignment with departmental and Government of Canada standards;
- Advising on best practices across the Government of Canada related to HR policy, talent acquisition, performance management, and staffing governance;
- Supporting change management and HR modernization initiatives through research, analysis, and the development of recommendations to senior leadership.

- Tasks
The assigned resources will be responsible for performing the following tasks:
- Conduct environmental scans and comparative analysis of GoC staffing practices;
- Provide strategic advice to senior HR leadership on policy interpretation, risk areas, and operational impacts;
- Analyze existing civilian staffing frameworks, governance structures, and HR processes to identify gaps, risks, inefficiencies, and misalignments with CAF, departmental, or GoC standards;
- Develop and recommend improved HR policies, governance documents, and staffing processes, including frameworks, decision-support tools, and supporting instruments;
- Provide expert input into the design and refinement of staffing tools, SoMC templates, and policy guidance, ensuring consistency with GoC legislative and regulatory requirements (without conducting operational staffing activities);
- Support change management and HR modernization initiatives, including the development of conceptual models, recommendations, or transition approaches to enable sustainable workforce growth;
- Facilitate strategic discussions, consultations, or workshops with stakeholders to support policy development, governance improvements, and organizational transformation efforts;
- Review HR‑related documents, briefing materials, and corporate products to ensure accuracy, coherence, and alignment with departmental and GoC frameworks;
Identify HR‑related risks and propose mitigation strategies in support of CAFCYBERCOM’s expanding workforce and evolving organizational requirements.

Must clearly demonstrate a minimum of two (2) years of experience within the past five (5) years providing strategic human resources or organizational advisory services within large organizations (8,000+ employees). Experience must include advising senior management on HR policy interpretation, organizational planning, program design, or governance matters. |

Must clearly demonstrate a minimum of two (2) years of experience within the past five (5) years providing strategic human resources or staffing‑raelated advisory services. This includes experience analyzing complex staffing issues, interpreting Government of Canada staffing policies, developing recommendations for senior leadership, supporting the design or improvement of staffing frameworks or governance processes, and preparing briefing material,a policy guidance, or analytical reports to inform decision‑making. |

Must clearly demonstrate completion of training, education, or professional development related to human resources management, organizational policy, public administration, or strategic advisory functions. Examples may include accredited coursework, certifications, or documented advanced training relevant to HR policy, organizational development, or strategic planning |
