An industry-leading affordable housing organization is seeking a Vice President of Compliance to provide strategic leadership and operational oversight for a large, complex multifamily portfolio. This is a high-impact executive role responsible for guiding compliance strategy, leading teams, and ensuring full adherence across all affordable housing programs.

The Opportunity

The VP of Compliance will oversee a department supporting LIHTC, HUD Project-Based Section 8, HOME, Bond, and layered affordable housing programs across a substantial portfolio. Reporting to the Senior Vice President of Compliance, this leader will manage 2 Compliance Directors and broader compliance teams, while serving as a key subject matter expert to internal stakeholders, ownership groups, and regulatory agencies.

Key Responsibilities

  • Lead, mentor, and develop compliance leadership and staff across the organization
  • Oversee day-to-day compliance operations and ensure consistent execution across the portfolio
  • Provide training, coaching, and performance management to build a high-performing team
  • Ensure all resident files, certifications, recertifications, move-ins, terminations, and rent adjustments meet regulatory requirements
  • Oversee internal audits, file reviews, and pre-occupancy approvals
  • Manage and respond to internal and external audits, agency inquiries, and inspections
  • Review and interpret guidance including HUD 4350.3, IRS 8823, and related regulations
  • Support acquisitions and transitions by providing compliance expertise and risk assessment
  • Participate in acquisition calls and contribute to portfolio strategy and compliance planning
  • Oversee preparation and submission of monthly, annual, and agency-required reporting
  • Manage or review HUD-related submissions including vouchers, rent adjustments, MORs, NSPIRE inspections, and related filings
  • Build and maintain strong relationships with HUD, housing agencies, investors, and ownership groups
  • Collaborate with senior leadership on compliance initiatives, reporting standards, and process improvements
  • Ensure monitoring of waitlists, EIV systems, and regulatory binders for ongoing compliance

What We’re Looking For

  • 7+ years of multifamily compliance experience, with deep expertise in LIHTC and HUD (multifamily) programs
  • 3+ years of leadership experience managing compliance teams
  • Strong knowledge of affordable housing regulations including IRS 8823 Guide and HUD 4350.3
  • Proven ability to lead teams in a fast-paced, high-volume environment with strict deadlines
  • Experience overseeing large portfolios with layered affordable housing programs
  • Strong executive presence with the ability to collaborate across ownership, asset management, and regulatory stakeholders
  • Proficiency with Yardi and Microsoft Office tools

Additional Qualifications

  • Experience with certifications such as HCCP, SHCM, C3P, COS, CPO, BOS, or equivalent preferred
  • Bachelor’s degree preferred (not required)
  • Strong communication, leadership, and relationship-building skills
