Travel Contract Administrator

Length of Assignment: 13-Week Contract (Full-Time / Part-Time / Per Diem Shifts Available)

The primary responsibility of the Contract Administrator will be to ensure all contracts, requisitions, purchase orders, bid waivers and other supporting documents are placed in accordance with our client Procurement Policies and US Government regulations for non-profit healthcare research. This role will serve as the main focal point for all research related queries, daily audits of procurement processes and act as a liaison with research stakeholders and administrative staff and procurement team. This role will drive oversight of procurement compliance internal controls and relevant external governing systems/organizations. Additional responsibilities include drafting and updating policies and procedures through interpretation of government regulations and assisting the team with various audits, filings, registrations, and certifications. This position will also be responsible for performing a variety of other administrative duties as needed. The individual will be part of a dynamic team that will partner with the technical teams, finance, Operations, Sourcing, Legal and control owners to operationalize controls and processes to meet enterprise, regulatory, and contractual requirements.

Job Description:
  • Document and track audit related KPIs in compliance with our client Policies and Government Regulations. Track research POs, bid waivers, review relevant documents and ensure the accuracy of content, price and terms. Escalate to relevant stakeholders and procurement team to edit, modify and generate purchase orders to the highest level of accuracy and compliance.
  • Responsible for ensuring compliance with government laws and internal operational policies, procedures, and systems. Draft, update, and maintain our client policies and procedures, and SOPs, conduct necessary training sessions for all stakeholders.
  • Receive internal and external audit responses to determine each meet requirements, including preparation of justifications, price/cost analysis, and negotiation memorandums. Assist with internal and external control audit test work for monitoring applicable compliance areas. Prepare summary observations and findings, including remediation recommendations. Post audit recommendations update internal control audit test work for monitoring applicable compliance areas and update necessary policies.
  • Maintains softcopies and hardcopies as required in a highly organized manner for supply chain related procurement and compliance for related Research category. Creates necessary templates related to all procurement activities, such as RFP, Bid waiver, audit responses, relevant trackers etc.
  • Serve as liaison between the technical and government ops teams regarding contracting issues and escalating potential issues to management. Document and track audit related KPIs in compliance with our client Policies and Government Regulations. Initiate and complete inactivated research vendors/products and follow closeout procedures. Participation in special projects and performs additional duties as required.

Required Qualifications:

  • GED
  • Ability to use ERP
  • 2 years of Contract Administration and 2 years of to organizing and implement simultaneous projects
  • Comprehensive understanding of US Government regulations /Grants, bids and audit obligations
  • Ability to review purchase orders, contractual documents for audit sufficiency and risk
  • Experience interacting with DCMA/DCAA and/or Government Contracting Officers.
  • Knowledge of FAR/DFAR/DEAR/Uniform Guidance
  • Experience working with the Department of Energy and National Labs is desirable.
  • Practical experience managing compliant Government Business Systems.

Preferred Qualifications:

  • Bachelor’s degree or higher in Accounting, Business Administration, Finance or other related discipline with minimum 4 years business experience
  • Experience working in a healthcare system HIGHLY PREFERRED
  • Travel Experience Required
