Overview

Join a leading construction firm as a Paving Superintendent, overseeing day-to-day field operations for asphalt paving, water and storm utility systems, and site grading across multiple commercial, public, and private project sites. Provide leadership and guidance to job site Foremen, ensuring high-quality asphalt placement, efficient utility installations, and precise grading while maintaining safety, productivity, and schedule adherence in a collaborative team environment.

Key Duties & Responsibilities

  • Field Operations Oversight: Supervise and guide Foremen on asphalt placement, water/storm utility installations, and grading activities, ensuring quality control, productivity, and adherence to project schedules.

  • Quality Assurance: Conduct job site quality checks for all phases of asphalt paving, utility work, and grading; ensure punch list items are completed and conduct documented follow-up walk-throughs to verify resolution.

  • Leadership and Mentorship: Lead multiple Foremen, filling in as needed; coach Foremen to adopt collaborative leadership and improve on-site communication; coordinate resources to maximize efficiency across projects.

  • Administrative Duties: Ensure timely and accurate completion of employee paperwork, including Employee Status Changes (e.g., pay rate, address/name changes, terminations, promotions, benefits enrollment), Performance Appraisals, Attendance Reports, Warning Notices, First Report of Injury, and Accident Reports.

  • Project Planning: Attend preplanning/preconstruction meetings; provide standardized reports to Foremen with essential job site information for efficient operations; collaborate with Estimators and Foremen to plan job site organization and resource allocation; assist with bid preparation when requested.

  • Resource Management: Review projects to optimize equipment and manpower across divisions; monitor equipment for abuse, neglect, or repair needs; work with the Equipment Manager to recommend new equipment purchases.

  • Compliance and Safety: Monitor job sites for compliance with contract requirements (e.g., noise, dust control, non-interruption of government activities, utility shutdowns); promote and enforce safety policies, ensuring adherence to site safety, health, and substance abuse programs; address employee questions or direct them to appropriate resources.

  • Stakeholder Engagement: Interface with owners’ representatives and external parties to ensure project progress meets expectations, particularly for asphalt paving, utility installations, and grading.

  • Additional Responsibilities: Perform other tasks as assigned to support project success.

Education & Experience

  • Education: High school diploma required; some college coursework in Construction, Engineering, or Business preferred.

  • Experience:

    • 3–5 years as an Asphalt Paving Foreman, or 5–7 years in field/road construction with at least 3 years in a leadership role, with specific expertise in asphalt paving, water/storm utility systems, and site grading.

    • Proven ability to manage field operations, ensure quality asphalt placement, and coordinate grading and utility installations.

  • Skills:

    • Strong leadership, communication, and mentoring skills to guide Foremen and improve team collaboration.

    • Knowledge of asphalt paving processes (e.g., subgrade compaction, asphalt application), grading techniques (e.g., rough/fine grading, compaction), and stormwater management (e.g., permeable pavement, drainage systems).

    • Proficiency in job site organization, resource allocation, and compliance with safety and contract requirements.

    • Ability to manage multiple projects while maintaining attention to detail and operational efficiency.

Work Environment

  • Location: Based in northern Baltimore, MD, with project sites within a one-hour radius.
