Scope of work

In order to successfully reach the objective, the resource will:

  • Provide strategic support and advice to the Deputy Commander (and other senior managers), particularly regarding highly sensitive issues such as workforce management and corporate performance management;
  • Consult with stakeholders, review and analyze information and develop strategies and plans for continuous improvement in the following areas for dept.
  1. A sustainable performance and risk management framework;
  2. Staffing strategy as well as a longer-term HR management strategy;
  3. Sound corporate practices and strategic modernization of corporate functions;
  4. Digitization of processes and procedures; and
  5. Efficient and effective Resource Management Framework.
  • Lead dept. resource management functions, including strategic planning, allocation, expenditure, control, reporting and compliance of resources (human and financial) together with the associated challenge function;
  • Lead, coordinate, communicate and deliver the annual strategic Business Plan;
  • Oversee the Departmental Results Framework (DRF) aspects (as well as other corporate reporting) for which dept. is responsible and accountable. Analyze information and data (business intelligence) within the reporting frameworks, and provide evidence-based advice based on the findings;
  • Identify major program issues, problem areas, policies or program activities that require review or enhancement and conducts the analysis and studies or other types of reviews that are deemed appropriate;
  • Based on statutes, regulations, overarching documents, reference documents, DM/CDS directives, advise senior management on and lead the negotiation of the highly complex and delicate Accountabilities, Responsibilities, Authorities (ARAs) framework through to implementation and publication.

Tasks

  • Provide advice to senior officials via reports, presentations and other formats;
  • Interpret, analyze and disseminate data as required;
  • Develop staffing strategy and longer-term strategic HR plan;
  • Drive the final steps in establishing dept. as an independent Command; and
  • Additional duties as assigned.


Mandatory:

M1

The Bidder’s proposed resource(s) must hold at least a Master’s Degree in Business Administration (MBA) or a Master’s in Public Administration (MPA) from a recognized Canadian university, a copy of the degree must be provided as proof.

M2

The proposed resource must clearly demonstrate a minimum of five years’ experience in the last 15 years in in the development of strategic staffing plans.
