  • Develop a 2–3 year Procurement Strategy and Roadmap to support RDH digital transformation priorities.

  • Advise on federal procurement vehicles to balance speed, competition, and compliance.

  • Develop standardized Statements of Work (SOWs), Request for Proposal (RFP) components, and evaluation criteria.

  • Conduct market analysis and advise on vendor engagement strategies.

  • Identify procurement, policy, and delivery risks and propose mitigation strategies.

  • Provide ad hoc executive-level advisory support to Director RDH and Team Leads.

Executive Leadership in Public Sector Procurement:

Bidder must demonstrate that the Proposed resource has a minimum of one (1) year of experience within the last five (5) years acting in a Director-level capacity for a Canadian Crown Agency or Public Sector Organization.

In this role the resource must have been responsible for establishing or leading an enterprise-wide procurement and contract management function overseeing a portfolio value exceeding $50 million CAD.

Risk Management and Framework Standardization:

The Bidder must demonstrate that the proposed resource has a minimum of five (5) years of experience leading the oversight of IT or infrastructure contracts within a regulated environment.

This experience must include specific examples of:

a) Designing governance frameworks that link financial and operational risk;

b) Creating standardized RFP/SOW templates to improve compliance; and

c) Implementing performance dashboards (ex. PowerBI or Excel) to monitor risk.
