Job Description
- TASKS
The resource must perform the following tasks under this Task Authorization:
5.1 Submit consolidated CAF Visit Clearance Requests for all participants for all BQ activities;
5.2 Distribute United States Joint Staff (USJS) to CAF BQ points of contact (POCs);
5.3 Collect and collate CAF responses for “intent to participate” in BQ events;
5.4 Draft related correspondence of the CJWC;
5.5 Upload and maintain an electronic repository of all BQ related products on the CJWC SharePoint site;
5.6 Maintain an up-to-date contact list of all BQ USJS POCs as well as Canadian POCs;
5.7 Respond to requests for information (RFIs) from the USJS and CAF participants;
5.8 Coordinate Canadian participation in BQ distinguished visitors days and act as the Canadian BQ Visits Officer during any visits;
5.9 Create and manage BQ task briques, using the Canadian Forces Tasking Plans and Operations software;
5.10 Participate in all BQ capability demonstrations and assessment (CDA) execution events, consolidated working groups (CWGs), site surveys, and planning telephone conferences;
5.11 Produce trip reports and/or summaries for BQ CDA execution events, CWGs, site surveys, and planning telephone conferences, and distribute to all pertinent POCs;
5.12 Prepare and deliver presentations on BQ to interested CAF organizations explaining the potential benefits to their CD&E programs;
5.13 Forecast and manage the BQ budgets;
5.14 Collate CAF requirements and submit an annual request for Strategic Experimentation Account funding for all CAF BQ activities;
5.15 Identify and report any issues not able to be resolved at the coordination level;
5.16 Ensure CAF policies are followed for any contractual/financial commitments;
5.17 Track and adapt to changing working conditions, such as program changes, unforeseen changes in scheduling, or changes to the subject matter;
5.18 Serve as a BQ subject matter expert and act as the first point of contact for BQ RFIs;
5.19 Provide written, documented experiment and exercise orders, plans, specifications, objectives and scenario requirements;
5.20 Manage the documentation for different elements (ex: orders for air movement of cargo)
5.21 Plan and assist in execution of the exercise / and delivery of potential experiments;
5.22 Support the manager by providing draft agenda and invitation lists for the Conceptual Planning Conference, Initial Planning Conference, Final Planning Conference and other administrative support that may be required to organize experiments and exercises;
5.23 Develop and maintain the campaign plan and operations order for each experiment and exercise being contemplated, or that is in planning, or that is being executed;
5.24 Develop the detailed exercise and experimentation event documents as follows: Opening Scenario; Experiment Hypotheses; General Idea; Specific Idea; Friendly Force Start State; Intelligence Picture (including updates); Operations Orders; Master Event List or Master Inject List; Exercise Control Matrix; Personnel; Research and Development [or Operational Research]; Infrastructure; Concepts, Doctrine and Training; Information Technology; and Equipment, Supplies and Services;
5.25 Conduct the planning, execution and post-event reporting of event planning meetings;
5.26 Plan, schedule and organize visitor events;
5.27 Prepare, plan, schedule and organize the after-action review which is a one or two day verbal analysis of the entire event with participation of all participants;
5.28 Develop and maintain the risk management plan;
5.29 Track, evaluate and report on risk, including when risk mitigation strategies identified in the risk management plan need to be executed;
5.30 Prepare and present briefings to support the facilitation of meetings, working groups and planning conferences;
5.31 Provide coordination support and assistance to the lessons learned process;
5.32 Prepare and present status update reports with regards to current and forecasted task activities on a weekly basis or as required by the Task OPI; and
5.33 Prepare and submit a monthly summary report to the BQ national lead (CJWC) to identify the number of hours spent on planning, coordination, and execution of BQ activities and detail the BQ planning, coordination, and execution activities completed during the month.
