Job Description
Location: Ottawa, ON (Hybrid)
Compensation: Expected hourly rate of $60.00 - $80.00 per hour, based on qualifications, experience, and final contract pricing.
Scope of Work / Tasks
Join a high-profile client supporting an independent assessment of a significant public policy initiative. The successful consultant will lead research, stakeholder engagement, and strategic analysis to evaluate the implementation and effectiveness of a complex program.
- Develop project workplans and assessment methodologies.
- Conduct interviews with senior executives and key stakeholders.
- Review legislation, governance frameworks, policy documents, and operational processes.
- Assess program implementation and identify opportunities for improvement.
- Perform strategic research, policy analysis, and organizational assessments.
- Prepare executive-level reports, briefing materials, and recommendations.
- Present findings to senior leadership.
- Collaborate with project stakeholders throughout the engagement.
- Participate in planning sessions, governance meetings, and project reviews.
- Deliver high-quality research and reporting within established timelines.
Mandatory Qualifications
M1
Must be a Canadian Citizen.
M2
Must possess a valid Secret Security Clearance.
M3
Minimum ten (10) years of experience working within government, public administration, legal, regulatory, or comparable complex organizations.
M4
Experience serving in a senior leadership or executive advisory capacity within a large organization.
M5
Minimum ten (10) years of experience conducting research, investigations, audits, inquiries, policy reviews, or analyzing complex documentation.
M6
Minimum ten (10) years of experience preparing written and verbal recommendations for senior executives.
M7
Minimum ten (10) years of experience drafting reports, publications, or other documents intended for public release.
M8
Minimum ten (10) years of experience managing complex projects, strategic initiatives, budgets, or major deliverables.
M9
Demonstrated experience conducting policy, governance, legal, or strategic analysis is considered a strong asset.
M10
Must be bilingual (English/French), with the ability to conduct interviews and prepare professional documentation in both official languages.
