3.1 Scope of Work

3.1.1 Canada requires professional services to plan and conduct a solution focused workplace assessment for a designated Department of National Defence (DND) organization. The Contractor’s scope of Work is to assess workplace climate, interpersonal dynamics, and leadership practices, identify root causes and risks, and provide an outcomes based action plan with prioritized recommendations and success indicators to improve cohesion, trust, and performance.

The Contractor must provide services that include, at a high level:

 engaging stakeholders and encouraging participation in the official language of choice;

 collecting and analyzing evidence (e.g., interviews, focus groups, questionnaires, documentation review);

 safeguarding confidentiality and personal information; and

 reporting findings and recommendations through solution focused briefings and written deliverables, as specified elsewhere in this SOW.

ProServices Category
The Bidder must propose at least one resource qualified under one of the following ProServices categories: 8.4 Employee Relations Consultant - Senior; 13.1 Conflict Coaching; 13.2 {Mediat}ion / {Facilitat}ed Conversation; 13.3 Group Processes and Workplace Assessment; or 9.14 Subject Matter Expert - Senior. The Bidder must clearly identify the proposed ProServices category, level where applicable, resource name, and résumé reference.

Relevant Experience
The proposed resource must have a minimum of five (5) years of experience within the last ten (10) years providing professional services relevant to {workplace climate}, {workplace assessment}, {employee relation}s, {conflict} {resol}ution, {mediat}ion/{facilitat}ion, {leadership} advisory services, {organizational culture}, or {interpersonal workplace dynamic}s.

Similar Project Experience
The Bidder must demonstrate that the proposed resource has completed at least three (3) projects within the last five (5) years that are similar in scope to the Statement of Work. At least one (1) project must have included two (2) or more of the following activities: {interview}s or {facilitat}ed {discuss}ions with {employee}s, {manager}s or {stakeholder}s; assessment of {workplace climate} or {organizational culture}; {conflict} coaching, mediation, facilitation or {workplace conflict} {resol}ution; analysis of {root cause}s, {risk}s or underlying {workplace factor}s; development of written {recommend}ations, {action plan}s, {roadmap}s or {success indicator}s; {brief}ing senior management on {finding}s and recommendations.

Proposed Methodology
The Bidder must provide a proposed methodology demonstrating how it will complete the Work described in the SOW, including, at minimum: project initiation and planning; stakeholder engagement; confidentiality and protection of participant information; data collection approach; analysis of findings and root causes; development of recommendations, implementation roadmap and success indicators; reporting and briefing approach; and approach to bilingual participation and official language of choice.

Confidentiality and Information Handling
The Bidder must describe how it will protect the confidentiality of participants and safeguard information collected or produced under the Contract, including interview notes, questionnaires, draft reports, final reports and any other information related to the workplace assessment.

MA6

Official Languages
The Bidder must demonstrate that the proposed resource, or proposed project team, can conduct participant engagement activities in both official languages and allow participants to communicate in the official language of their choice.

MA7

Deliverables and Schedule
The Bidder must confirm that it has the capacity to complete all deliverables within four (4) months of contract award, including the project plan, participant engagement/data collection, analysis, workplace assessment report, general report of findings, final close-out report and oral briefings as required.

The proposed resource must have received at least 100 hours of formal training in mediation and/or facilitation OR must be a member in good standing of a recognized institution that certifies experience or a combination of experience and education.
