VMG is seeking a dynamic and experienced Senior Evaluator to provide expert leadership on program evaluation and technical assistance activities for the Healthy Marriage and Responsible Fatherhood (HMRF) Local Evaluation Technical Assistance (LETA) project. This position plays a critical role in ensuring that federally funded grantees are designing and implementing rigorous, ethical, and policy-relevant local evaluations. The Senior Evaluator will guide the development of evaluation tools, oversee quality assurance efforts, and serve as a trusted advisor to federal clients and grantee partners.

Essential Duties and Responsibilities

The Senior Evaluator will:

  • Provide advanced methodological expertise in designing and reviewing evaluation plans submitted by HMRF grantees.
  • Lead and oversee technical assistance delivery to local evaluators and program implementers.
  • Facilitate the development of tools, templates, and strategies to support rigorous, high-quality evaluations.
  • Collaborate with federal leadership to ensure alignment with ACF’s evaluation policy and learning agenda.
  • Supervise and mentor evaluation team members, ensuring adherence to evaluation best practices and federal compliance.
  • Contribute to dissemination planning and development of public-facing materials that communicate evaluation findings.
  • Lead the development and implementation of monitoring strategies and provide actionable feedback to improve evaluation performance.
  • Promote stakeholder engagement and participatory approaches to enhance the relevance and utilization of evaluation findings.

Primary Duties Include but Are Not Limited To:

  • Reviewing and assessing evaluation design components such as theory of change, research questions, sampling strategy, and analytic methods.
  • Supporting the development of analysis plan templates, issue briefs, and other technical guidance materials.
  • Providing leadership in the planning and implementation of site visits, grantee satisfaction surveys, and collaborative learning events.
  • Ensuring evaluation activities meet standards of rigor, relevance, independence, transparency, and ethics, as outlined in ACF’s Evaluation Policy.
  • Managing timelines and deliverables for technical assistance plans, reports, and quality assurance processes.
  • Collaborating across multidisciplinary teams and coordinating closely with Contracting Officer’s Representatives (CORs) and other federal partners.

Education and/or Experience

Required:

  • Master's or Doctoral degree (PhD, DrPH, EdD) in social sciences, public policy, public health, or evaluation-focused discipline.
  • Minimum of 10 years of progressively responsible experience conducting or leading evaluations of complex social programs.
  • Demonstrated expertise in both qualitative and quantitative evaluation methods and frameworks.
  • Experience working on federally funded contracts or grant evaluation projects.
  • Excellent communication and technical writing skills, with experience producing reports for government and non-academic audiences.

Preferred:

  • Background in family strengthening, fatherhood, relationship education, or youth development program evaluation.
  • Experience preparing materials for IRB review and OMB clearance submissions.
  • Familiarity with ACF and HHS Evaluation Policy and learning agenda principles.
  • Experience overseeing multi-site or multi-partner evaluation technical assistance efforts.

Requirements

  • Must reside in and be eligible to work in the U.S. or U.S. territories.
  • Must be able to work independently in a remote-first environment and lead distributed teams.
  • Willingness to participate in site visits or attend evaluation conferences as needed.
  • Must comply with federal data privacy, evaluation ethics, and records management requirements.
  • Completion of required training for evaluation protocols, confidentiality, and project documentation.
