Employee Relations Consultant (Senior)
Location: National Capital Region (Primarily Remote)
Compensation: Expected hourly rate of $100-$130 per hour, based on qualifications, investigation experience, security clearance, and final contract pricing.
Scope of Work / Tasks
Join a high-profile federal government engagement supporting an independent workplace investigation involving employee relations, administrative investigations, and values and ethics matters.
The successful consultant will conduct workplace investigations by interviewing parties and witnesses, reviewing documentary evidence, assessing workplace conduct, and preparing comprehensive investigation reports that support informed decision-making by senior leadership.
Responsibilities
- Develop investigation plans and interview strategies.
- Conduct interviews with complainants, respondents, and witnesses.
- Review documentary evidence, including correspondence, policies, and workplace records.
- Apply principles of procedural fairness throughout the investigation process.
- Assess workplace conduct against the Values and Ethics Code for the Public Sector.
- Analyze allegations involving the Canadian Human Rights Act, where applicable.
- Prepare detailed draft and final investigation reports with factual findings and supporting analysis.
- Participate in peer review activities and contribute to final reporting, where required.
- Provide professional recommendations and regular status updates throughout the engagement.
Mandatory Qualifications
M1
Experience conducting workplace or administrative investigations, including investigation planning, witness interviews, documentary evidence review, procedural fairness, confidentiality, and report preparation.
M2
Experience conducting workplace investigations for a federal government department or agency.
M3
Experience investigating allegations involving breaches of the Values and Ethics Code for the Public Sector.
M4
Active Government of Canada Reliability Status security clearance.
M5
Advanced bilingual proficiency in English and French (oral, written, and comprehension).
Preferred Qualifications
Experience with any of the following would be considered an asset:
- Investigations involving discrimination under the Canadian Human Rights Act.
- Employment, labour, or administrative law.
- Licensed lawyer in a Canadian jurisdiction.
- Certified Workplace Investigator (or equivalent).
- Grievance, tribunal, judicial review, or litigation support.
- Investigations involving executives or senior leaders.
