The Scientific Program Manager provides scientific, operational, and project management support for specialized research initiatives supporting the National Center for Advancing Translational Sciences (NCATS). This role supports scientific program coordination, data analysis, automation initiatives, and strategic research activities involving mechanical engineering and laboratory operations.

The Program Manager collaborates with multidisciplinary teams to manage scientific projects, coordinate research activities, support data analysis, and assist in development of scientific initiatives and operational improvements.

Essential Duties and Responsibilities

The Scientific Program Manager will:

Scientific Program Management
• Coordinate and manage scientific projects from initiation through completion
• Support study design, project planning, and implementation activities
• Track project milestones, deliverables, funding status, and program outcomes
• Prepare progress reports, summaries, and executive briefings

Research & Data Analysis Support
• Collect, organize, analyze, and summarize scientific and programmatic data
• Support development of manuscripts, presentations, educational materials, and reports
• Assist with development and maintenance of data collection systems and databases
• Conduct portfolio and performance analyses to support program evaluation

Program Coordination & Collaboration
• Coordinate scientific meetings, workshops, and multidisciplinary research activities
• Prepare meeting summaries, minutes, and briefing materials
• Collaborate with scientists, researchers, and leadership on scientific initiatives and operational planning
• Assist with development and coordination of new research concepts and initiatives

Operational & Technical Support
• Support automated robotic systems and laboratory operational activities
• Coordinate equipment usage, maintenance, and calibration activities
• Identify operational challenges and recommend process improvements
• Assist with strategic planning and development of program metrics and milestones

Education and/or Experience

Required:
• Master’s degree in Mechanical Engineering or related field
• Experience supporting scientific research programs, laboratory operations, or engineering projects
• Strong analytical, organizational, and project management skills
• Experience with Microsoft Office Suite, SolidWorks, and OnShape
• Experience managing multiple priorities in a research or technical environment

Preferred:
• Experience supporting NIH or federal scientific research programs
• Experience with Agile project management methodologies
• Experience supporting automation systems or engineering-based research initiatives

• Ability to coordinate multidisciplinary scientific activities
• Ability to analyze data and prepare technical reports
• Strong time management and organizational abilities
• Ability to work collaboratively in a fast-paced research environment

Work Schedule

• Full-time position (40 hours per week)
• Monday through Friday schedule
• Telework eligible based on program requirements

Work Environment

• Work performed primarily at NCATS facilities in Rockville, Maryland
• Collaborative scientific and laboratory environment
• Interaction with scientists, engineers, researchers, and federal staff
