Scope:

The objective of this contract is to identify knowledge gaps of the Canadian information ecosystem beyond social media use by conducting a structured survey that maps out various factors based on a pre-established framework. The focus will be on identifying information sources available to different communities, including diaspora communities, and assessing potential vulnerabilities to foreign interference. The Contractor will deliver a final report with findings and an accompanying document with policy recommendations to support assessment and response

The Contractor will be responsible for a range of activities including, but not limited to:

• Assessing the availability of information sources for evaluating factors across 17 categories encompassing people, tools, and outputs within Canada's information ecosystem.
• Annotating these sources, as well as classifying these sources if they are longitudinal or cross-sectional studies.
• Establishing priority gaps and the rationale for filling-these gaps.
• Preparing a draft report and accompanying document with policy recommendations to support assessment and response based on findings, including the Contractor’s recommendations.
• Participating in meetings (virtual or in-person) with the Technical Authority.
• Incorporating any necessary changes into the drafts before submitting the final report and accompanying document with policy recommendations to support assessment and response.

Tasks / Deliverables

Provide the Technical Authority with:

• A written report (30 pages maximum) assessing the Canadian information ecosystem, providing a roadmap and policy recommendations for filling gaps; and,
• An accompanying document with policy recommendations to support assessment and response (2-3 pages).
• Draft of the report and accompanying document with policy recommendations to support assessment and response due to Technical Authority by February 28, 2025.
• Final report and accompanying document with policy recommendations to support assessment and response due to Technical Authority by March 14, 2025.
