The Regional Human Resources (HR) Director is responsible for leading and managing HR functions across multiple offices within a defined geographic region. This role ensures alignment of HR strategies with business objectives, while maintaining compliance with employment laws, union/non-union workforce management, and fostering a safety-oriented, high-performance culture.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s degree or HR certification preferred).
- 7+ years of progressive HR experience, with at least 3 years in a regional leadership capacity.
- Prior experience in the construction, engineering, or heavy industrial sectors strongly preferred.
- Strong knowledge of labor laws, union environments, and job site operations.
- Excellent communication, negotiation, and conflict-resolution skills.
- Willingness to travel frequently to project sites within the region.

Key Responsibilities:
Strategic HR Leadership- Partner with regional leadership to align HR strategy with operational goals.
- Act as a strategic advisor to senior managers regarding organizational structure, workforce planning, and employee engagement.
- Oversee recruiting strategies to meet the labor demands of multiple job sites.
- Work with project managers and site supervisors to forecast workforce needs and mobilize resources accordingly.
- Support union hiring halls and maintain non-union recruitment pipelines as needed.
Labor & Employee Relations
- Lead labor relations efforts, including union negotiations, grievance handling, and compliance with collective bargaining agreements (if applicable).
- Mediate disputes and ensure a fair and consistent application of policies.
Compliance & Legal
- Ensure adherence to federal, state, and local employment laws and construction-specific regulations (e.g., OSHA, EEO, Davis-Bacon Act, etc.).
- Support audits and maintain accurate records of compliance and certifications.
Training & Development
- Implement and oversee regional training programs in areas such as safety, leadership, and compliance.
- Promote career development and succession planning in field and office roles.
Performance Management
- Guide managers through performance evaluation processes, disciplinary actions, and terminations.
- Drive continuous feedback culture and support professional growth.
HR Operations
- Standardize HR policies, procedures, and systems across regional offices and job sites.
- Collaborate with corporate HR teams on benefits administration, payroll coordination, and HRIS updates.
