The Commissioning Operations Manager - Data Center Infrastructure Commissioning Engagement Manager to work closely with our client in Clarksville, TN. This position is based in based in Clarksville, TN, with extensive (25%) travel to project construction sites in Central US states as required.

The Engagement Manager will represent the client’s QCx Program Team from Clarksville, and will work closely (i.e. – “engage”) with client’s local on-site QA/QC/Cx teams at numerous data center construction sites to encourage compliance with the QCx Program team’s global construction quality programs and initiatives; but do so in a diplomatic manner that local on-site teams will see the value of such programs and initiatives.

The ideal candidate has extensive MEP commissioning knowledge and expertise, but more importantly is an exceptional communicator while also having the ability to build trust and rapport with the on-site teams so that those teams willingly implement and practice the QCx Program team's quality standards and commissioning best practices during the design and construction of large data center construction projects.

Essential Duties and Responsibilities:

  • Attend Cx meetings, as required. Ensure attendance of CM/GC and key subs/vendors at all Cx meetings
  • Manage access to the site for Cx vendor
  • Ensure required project Cx documents are reviewed per schedule
  • Ensure all L1-3 deliverables required by contract docs are submitted by the CM/GC & vendors
  • Escalate critical Cx issues for response/resolution
  • Escalate Cx vendor performance issues to the Cx Program Manager
  • Assist DC PM and participate in Cx lessons learned
  • Include Cx vendor in OAC and other project meetings
  • Ensure GC/CM schedule integrates Cx schedule detail properly
  • Ensure QA/QC is being followed and report any issues/gaps
  • Monitor CM/GC performance & staffing in relation to Cx deliverables
  • Invoice / Payment Application processing, tracking and reporting
  • Process pay applications from Cx vendor
  • Tracking of all key project documents, including submittals, RFI’s, change
  • orders, invoices and payments, lien releases, etc
  • Coordination and management of all Owner-direct vendors, and consultants
  • Attend Cx meetings, as required. Ensure attendance of CM/GC and key subs/vendors at all Cx meetings
  • Provide Project Closeout Assistance
  • Initiate close out process prior to project completion
  • Initiate review of FR checklist, track/sign-off on items
  • Establish close out documentation requirements. Track receipt of all close out documents until completion, including warranties, as-builts, O&M manuals, etc.
  • Manage punch list, substantial completion and final completion process
  • Negotiate, resolve and close out any outstanding change orders, quality issues
  • Provide oversight of QA/QC and Cx of project including work performed by General Contractor, subcontractors and other directly contracted vendors/suppliers.
  • Support coordination and management of all Owner-direct vendors, and consultants for QA/QC and Cx related activities.
  • Assist with coordination of Factory, Integrator and site QA/QC and Cx activities and ensure all required owner parties are notified.
  • Manage QA/QC and Cx meeting invites, GVC, rooms. Ensure meeting agendas/minutes are distributed to the project team by the responsible party.
  • Attend QA/QC and Cx meetings, as required. Ensure attendance of GC and key subs/vendors at all meetings
  • Ensure GC, subcontractors and vendors provide and maintain project specific QA/QC plans.
  • Ensure required project QA/QC and Cx documents are reviewed by project team per schedule.
  • Ensure all QA/QC and Cx deliverables required by contract docs are submitted by the responsible party
  • Monitor GC and Cx Agent performance & staffing in relation to QA/QC and Cx activities
  • Escalate critical QA/QC and Cx issues to the appropriate parties for response/resolution
  • Escalate GC, subcontractor, vendor, or Cx Agent performance issues to the QCx Program Manager.
  • Communicate weekly to QCx program team to provide project update, critical issues, critical activities, etc.

EDUCATION and EXPERIENCE
  • 3-5 years experience required in commissioning ("Cx")
  • Bachelors Degree or equivalent experience, preferably relating to any of the following: Construction Management, Engineering, Architecture, Mechanical Eng, Electrical Eng. Industrial or related Eng. Nuclear Eng., Technology. (Business Degree is acceptable, if supplemented by some technical specialty)
Knowledge Base needed for this job:
  1. Cx Knowledge Base: Strong engineering knowledge of mechanical / cooling systems within a large enterprise data center. Looking for candidates with prior mechanical design experience and/or on-site data center operational experience applied in project commissioning and quality control. Although not required, an ideal candidate might have prior experience editing or perhaps even writing Level 1 – 5 test scripts for commissioning and quality testing for data center mechanical systems.
  2. Communicates exceptionally well: Must be able to succinctly convey technical processes and instructions clearly and concisely as necessary – both in oral and written expression. Also possesses all computer skills with focus on word processing, spreadsheets, and presentations. Must be willing to participate and contribute in group discussions, yet knows his/her place relative to the client's internal management hierarchy.
  3. Self-Directed: Must possess ability to translate problem statements into solutions without direction from others.
