Overview
Join a leading construction firm as a Project Manager specializing in asphalt paving, water and storm utility systems, and site grading for large-scale commercial, public, and private projects. This role involves comprehensive oversight of planning, scheduling, and hands-on management, with full accountability for the Profit & Loss (P&L) of assigned projects. Ensure projects are delivered on time, within budget, and to high-quality standards in a collaborative, team-oriented environment.
Key Duties & Responsibilities

Stakeholder Coordination: Build and maintain relationships with clients, estimators, superintendents, and regulatory entities to align project goals, particularly for asphalt paving, water/storm utilities, and grading.

Project Oversight: Direct on-site supervisors to monitor and control construction progress, ensuring proper execution of asphalt paving, utility installations (water and storm), and grading activities to meet schedule and budget targets.

Site Preparation and Grading: Oversee site preparation, including clearing, excavation, and grading (rough and fine) to create stable, well-drained subgrades for asphalt paving. Ensure proper slopes and drainage systems to prevent water accumulation, reducing risks of cracks and potholes.

Utility Management: Manage the installation and integration of water and storm drainage systems, ensuring compliance with design specifications and coordination with grading to support effective stormwater management.

Asphalt Paving Execution: Supervise asphalt paving processes, including subgrade compaction, asphalt application, and quality control, ensuring durability and compliance with stormwater management standards (e.g., permeable pavement where applicable).

Problem Resolution: Investigate and resolve time and material issues related to paving, utilities, or grading, implementing proactive corrective measures to avoid delays or cost overruns.

Financial Analysis: Analyze project profitability, revenue, margins, bill rates, and utilization; make decisions based on revenue models, P&L, and cost-to-completion projections.

Resource Planning: Determine labor and equipment needs for paving, utility work, and grading; contribute to cost, quality, and delivery performance metrics.

Project Coordination: Assign tasks, schedule meetings with operations teams and clients, and maintain clear communication with foremen, superintendents, and stakeholders to ensure seamless project execution.

Additional Responsibilities: Take on other tasks as needed to support project success.
Education & Experience

Education: Bachelor’s degree in Construction Management, Civil Engineering, Business, or a related field. Relevant experience in asphalt paving, utilities, or grading may substitute for a degree.

Experience:

5–7 years as a Project Manager in commercial, private, or public construction, with specific expertise in asphalt paving, water/storm utility installation, and site grading.

Proven skills in scheduling, budget management, change orders/billing, and resolving complex issues related to paving, drainage, and grading.

Skills:

Strong business acumen, analytical leadership, and communication skills (written and verbal).

Proficiency in Critical Path Method (CPM) scheduling, Primavera P6 document control, and cost estimating.

Knowledge of grading techniques (e.g., rough and fine grading, compaction) and stormwater management practices (e.g., permeable pavement, drainage systems).

Ability to multitask, balancing detailed technical oversight with strategic project management.

Location: Based in northern Baltimore, MD, with project sites within a one-hour radius.
