The resource must perform the following tasks:
5.1. Conduct analytical design of wargames, including defining research questions, selecting appropriate methods, and ensuring methodological rigor.
5.2. Develop written experiment and exercise orders, plans, specifications, objectives, and scenario requirements in support of wargames.
5.3. Develop and facilitate comprehensive scenarios and vignettes, incorporating multi-domain operations (land, maritime, air, cyber, space, information).
5.4. Provide technical knowledge and support for wargaming systems, including digital platforms, AI-enabled adjudication, and simulation tools.
5.5. Translate scenario definitions into models, Red Team playbooks, and wargaming capabilities informed by adversary doctrine and current threat assessments.
5.6. Define data collection plans and associated inject/capture tools, ensuring robust post-wargame analysis and defensible lessons learned.
5.7. Develop a work breakdown structure identifying milestones for experiments and exercises.
5.8. Produce detailed event documentation, including: Opening Scenario; Hypotheses; General and Specific Ideas; Force Start States; Intelligence Pictures; Operations Orders; MEL/MIL; Control Matrix; and supporting infrastructure, doctrine, IT, and equipment requirements.
5.9. Develop instructions, directives, procedures, Statements of Requirements (SORs), and After Action/Analytical Reports (AARs).
5.10. Apply structured Red Teaming and bias-mitigation methods to ensure validity of outcomes.
5.11. Maintain a structured repository of scenarios, methods, and outputs to enable institutional learning and reuse.
5.12. Research and report on trends in wargaming techniques, digital tools, and innovations across NATO, Five Eyes, and academic communities.
5.13. Develop an engagement strategy to optimize CJWC’s wargaming enterprise and strengthen allied/partner integration.
5.14. Provide trip reports for approved travel.
5.15. Provide routine status reports and activity summaries as required.|
