  • Tasks and Activities
  • The resource will become part of an integrated team with internal and external stakeholders to deliver the project. In delivering the services under the contract, the Contractor will be expected to continue using already established and/or OSFI approved tools, methods and systems for project planning, budget planning and management.
  • The resource is required on a full-time basis. It is expected that the majority of work will be conducted on-site at OSFI in the NCR with flexibility for occasional work from home.
  • The work will be carried out in a high security organization and includes the tasks outlined in section 3.3.1 that follows.

Review established project management artifacts for use as basis for ongoing project management activities.

  • Review and ensure understanding of Project Charter and Project Management Plan including scope, work breakdown structure, project schedule and timelines.
  • Review and ensure understanding of budget requirements (internal and external costs) for project.
  • Review and ensure understanding of Project Complexity and Risk Assessment.
  • Review and ensure understanding of project specific deliverables such as business requirement.
  • Review recent governance meeting minutes and ensure understanding of current issues.
  • Attend kick-off meeting with Project Authority and team members to discuss project status and way forward
  • Project Execution
  • Track and report on project progress; identify issues or potential issues; propose, obtain approval and carry out corrective actions as necessary.
  • Follow-up with stakeholders as needed for production of deliverables in this phase.
  • Review and update project plan, RAID log, Action log, budget report and project status reports throughout project lifecycle.
  • Actively manage the project to ensure it stays within the approved parameters (as documented in the Charter and the Plan).
  • Schedule and coordinate working group meetings
  • Attend and lead discussions during working group meetings on project status and action items.
  • Attend and take meeting minutes during Steering Committee meetings and provide input on project status as required.
  • Oversee and manage solution design, build and Quality Assurance (QA) activities.
  • Lead engagement activities with external partners including the construction company, building maintenance, CSIS, CCCS, SSC and PSPC as needed to ensure progress on project deliverables.
  • Maintain electronic filing using OSFI’s information management system (SharePoint and/or Cloud) as determined by Project Authority.
  • Project Closure
  • Carry out Financial and Contract closeout activities including the preparation and delivery of an executive summary and presentation to capture budget and scheduling variances, as well as lessons learned.
  • Ensure proper information management, using OSFI’s electronic systems (SharePoint and/or Cloud) of all project documentation as determined by Project Authority.
  • Project Monitoring and General Project Management Practices

  • Produce and present regular Project Dashboard including updates on the status of the project as well as any present and emerging risks and issues to Project Director and Project Steering Committee.

Resource Experience – Senior Project Manager

The Bidder must demonstrate that the proposed resource has proven and substantive experience as a Senior Project Manager by providing a summary of three (3) complex* projects where the resource acted in a senior project management capacity from initiation to close-out.

*For the purpose of this requirement, a complex project is defined as one that includes 3 or more of the following characteristics:

- Formal governance and reporting structures

- Organized communications plan

- Interrelated dependencies with other projects or programs

- A multi-phase timeline (minimum 9 months duration)

- Multiple internal and external stakeholders

- Significant risk and change management components

- Requirement for approvals from Central Authorities (examples: Public Services and Procurement Canada, Shared Services Canada, Treasury Board, Board of Directors)

The Bidder must illustrate the proposed resource’s experience in managing such complexity. In addition, each project summary should include:

- Project title and client organization

- Specific role and responsibilities for the project

- Project duration and total value

- Scope and objectives

- Number and type of internal and external stakeholders involved

- Outcome and benefits delivered

Resource Experience – Certifications

The Bidder must demonstrate that their proposed resource holds a Project Management Professional (PMP) Certification.

The Bidder must include a copy of the certificate with their bid submission.
