Senior Programmer Analyst – Dynamics 365 & Power Platform

Location: Remote – Canada

Compensation: $90-$100/hr Based on qualifications, experience, and final contract pricing.

Contract Term: Three (3) years, with one (1) optional one-year extension.

Scope of Work / Tasks

Join a federal public sector initiative supporting the modernization and continued development of enterprise business applications built on Microsoft Dynamics 365 and the Power Platform.

The successful consultant will provide senior-level development and technical expertise across Dynamics 365, Power Platform, portals, integrations, automation, and Azure DevOps. The role will contribute to multiple concurrent modernization initiatives within a large-scale enterprise environment.

• Design, configure, customize, and support Microsoft Dynamics 365 CE/CRM applications.
• Configure and develop entities, forms, views, dashboards, workflows, business rules, and process flows.
• Develop Microsoft Power Apps, including Canvas and Model-Driven applications.
• Develop Power Automate flows and automated business processes.
• Develop client-side customizations using JavaScript.
• Extend Dynamics 365 functionality using C#, .NET, the Dynamics SDK, plugins, and custom workflow activities.
• Develop and enhance Microsoft Power Pages portals and associated functionality.
• Design and implement integrations between Dynamics 365 and external services, APIs, middleware, and Microsoft cloud services.
• Support data migration and integration activities using technologies such as KingswaySoft, Azure Data Factory, and Power Automate.
• Work within Agile/Scrum delivery environments, including backlog grooming, sprint planning, and delivery of user stories.
• Use Azure DevOps for source control, application lifecycle management, solution packaging, pipelines, and deployments.
• Support CI/CD and automated deployment practices across multiple environments.
• Collaborate with Product Owners, Business Analysts, Technical Architects, and other stakeholders to translate business requirements into technical solutions.
• Support application security, authentication, role-based access, and enterprise security requirements.
• Contribute to system performance, scalability, usability, and accessibility improvements.
• Develop technical documentation and provide demonstrations and training to business users.
• Work independently while contributing effectively to cross-functional Agile development teams.

Mandatory Qualifications

M1

Minimum five (5) years of hands-on experience configuring, customizing, developing, and supporting Microsoft Dynamics 365 CE/CRM and Power Platform applications.

M2

Minimum five (5) years of Microsoft Dynamics 365 SaaS development experience, including demonstrated experience with Dynamics 365 development projects and related technical responsibilities.

M3

Minimum three (3) years of experience with Microsoft Power Platform components, excluding Dynamics 365, Power Pages, and Dataverse.

Experience must demonstrate substantive work with the broader Power Platform ecosystem.

M4

Demonstrated experience developing and customizing Dynamics 365 using:

• C#
• .NET
• Dynamics 365 SDK
• Server-side plugins
• Custom workflow activities
• Client-side JavaScript
• Workflows and business processes

M5

Demonstrated experience working in an Agile/Scrum environment using Azure DevOps, including software development lifecycle and application lifecycle management practices.

M6

Valid Reliability Status or higher Government of Canada security clearance at the time of contract award.

Preferred Qualifications

• Experience developing multiple complex Microsoft Dynamics 365 SaaS projects.
• Experience developing multiple Microsoft Power Pages websites or portals.
• Experience integrating Dynamics 365 with external services, APIs, middleware, and cloud services.
• Experience with Microsoft 365 and Azure Cloud Services integrations.
• Experience with Git branching strategies, CI/CD pipelines, and automated deployments.
• Experience with Azure DevOps Boards, pipelines, repositories, and release management.
• Experience with Power BI integration for reporting and analytics.
• Strong understanding of Dataverse schemas and entity relationships.
• Experience with multi-tenant CRM implementations and enterprise scaling strategies.
• Experience with Dynamics 365 security models, AAD, MFA, conditional access, and role-based security.
• Knowledge of Government of Canada or public-sector enterprise IT standards.
• Knowledge of accessibility standards, including WCAG/WET.
• Experience working on large-scale enterprise modernization or digital transformation initiatives.
• Microsoft Power Platform or Dynamics 365 certifications.

Microsoft Certifications

The following certifications are considered strong assets:

• PL-400 – Microsoft Power Platform Developer
• PL-600 – Microsoft Power Platform Solution Architect
• Dynamics 365 / MB-series certifications
• Equivalent Microsoft Dynamics 365 or Power Platform certifications.
