JOB PURPOSE

The purpose of this job is to provide leadership to the Japan based team, direction for day-to-day project operations and administrative activities, and oversight on performance of contract-related tasks.

DUTIES & RESPONSIBILITIES

The Program Manager shall be a single point of contact for the Government to manage issues, concerns, and conflicts that may arise during the period of performance. The Program Manager is ultimately responsible for the quality and efficiency of the Contract to include both technical issues and business processes. This person shall be readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues.

The job duties and responsibilities include, but are not limited to the following:

Project Management & Reporting

? Serves as key resource for project information and resolves problems or questions referred by internal and external sources. Program manager may be required to resolve problems outside of normal business hours.

? Plans, organizes and schedules activities to meet objectives.

? Provide all monthly, quarterly, and ad hoc reports to client with all required information by the fifth working day of the month, or by other due date as indicated by client.

? Develop and maintain project documentation such as project management plan, Gantt charts, report templates, etc.

 

Personnel Management

? Management of assigned project staff located in Atsugi, Misawa, Okinawa, Sasebo, and Yokosuka.

? Ensures policies are well-documented and communicated to project personnel.

? Provides training and technical supervision to staff (as needed).

? Motivates and monitors the progress of work performed by project staff to include senior technical personnel.

 

Main Duties

? Program Manager who will be responsible for all work performed under PWS in CNRJ Contract. The Program Manager shall ensure contractor personnel are aware of, understand, and abide by established rules, regulations, and safety practices, and shall have full authority to act on matters pertaining to the performance of services under this PWS.

 

? The Program Manager will be the single point of contact for the Contracting Officer (KO) and COR to manage issues, concerns, and conflicts that may arise during the period of performance.

available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues.

 

? Write Program Management Plan and Quality Assurance Plan for CNRJ contract.

 

? Provide Progress, Status and Management Reports that detail the following: contract/task order number, period covered by the report, monthly and cumulative financial tracking, a narrative review of work accomplished during the reporting period and significant events, issues that occurred during the reporting period, how the issues were resolved, work not completed during the reporting period, anticipated projects for the next reporting period, results of inspections conducted IAW the Contractor’s QAP, employee replacements and reassignments, receipt of Bill of Material (BOM) items and cost and a projected leave of absence schedule. The Contractor shall submit Progress, Status and Management Reports to the COR by the fifth working day of each month.

 

? Assist HR with recruitment of personnel replacement, Evaluations and other HR functions necessary for CNRJ contract.

Other Duties

Control the program

? Provide required information to have invoices generated and submitted to funders according to the established timelines.

 

? Identify and evaluate the risks associated with program activities and take appropriate action to control the risks.

 

? Monitor the program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework.

 

? Report evaluation findings to the Manager and recommend changes to enhance the program, as appropriate.

QUALIFICATIONS & REQUIREMENTS

? Bachelors degree in Business or Information Technology

? Minimum 8 years of experience in Program Management within DoD area (within NAVY would be very helpful), with at least five years of managing complex projects in Information Technology or Cyber Security.

? Must have active “secret” clearance and must be clearable to “top” clearance within 90 days of employment

? Must be able to travel to Japan on a monthly to bi-monthly basis

? Must be very familiar with database/Microsoft access

? Knowledge of program management

? Knowledge of client groups and/or issues related to the program area

? Demonstrated experience managing and supervising technical staff of large scale projects.

? Demonstrated experience with the DoD acquisition process.

? Demonstrated knowledge of Navy financial management processes.

? Demonstrated success in project management using recognized PMI methodologies preferred.

? Proficiency in using the Microsoft Office suite of software.

? Demonstrated ability to coordinate cross-functional groups to accomplish goals.

? Ability to work within a team to meet established project goals.

? Ability to communicate professionally, concisely and effectively, both verbally and in writing.

? Ability to generate technical, but user-friendly procedural documents

 

WORKING CONDITIONS

? Program Managers usually work in an office environment with monthly travel to Japan or other areas.

 

? Program Manager must be able to travel internationally or stateside in order to fulfill their job description. All international and national laws must be followed during the duration of travel.

 

? Program Managers work a standard work week, but may be required to work some evenings and weekends to monitor program activities.

 

? Program Manager must be able to manage workload, complete tasks, and communicate effectively without direct supervision.

Must be able to lift a minimum of 40 lbs.
