Senior Program Manager – Torrance, CA (Onsite) – Full-Time

Overview

Our client is a global leader in advanced security and inspection technologies, supporting critical infrastructure across transportation, government, and high-security environments. They are seeking a seasoned Senior Program Manager to lead the successful delivery of complex, high-visibility programs tied to major public sector initiatives.

This individual will act as the primary interface for key stakeholders, ensuring seamless execution across cross-functional teams while maintaining strict adherence to contractual, regulatory, and performance standards. The role offers a unique opportunity to contribute to large-scale, nationally significant projects with long-term impact.

What You’ll Do

  • Serve as the primary point of contact for customers, managing relationships and ensuring successful program execution
  • Lead end-to-end delivery of complex programs, from initial planning through deployment and completion
  • Drive cross-functional collaboration across engineering, manufacturing, installation, and operations teams
  • Develop and manage project plans, schedules, budgets, and work breakdown structures (WBS)
  • Monitor program performance, ensuring alignment with contractual obligations and business objectives
  • Identify risks, manage scope changes, and implement mitigation strategies
  • Oversee financial performance including revenue, margin, and cash flow forecasting
  • Deliver regular program updates, status reports, and executive-level communications
  • Support business development efforts by identifying follow-on opportunities and strengthening client relationships
  • Ensure compliance with regulatory requirements and internal governance processes
  • Lead post-program reviews and continuous improvement initiatives

What You’ll Need

  • Bachelor’s degree in Business, Engineering, or a related field
  • PMP certification required
  • 12+ years of experience managing complex government or high-tech programs
  • Proven experience working with municipal or regional agencies in the Los Angeles area
  • Ability to obtain TSA security clearance
  • Strong knowledge of government contracting, acquisition processes, and program delivery frameworks
  • Experience leading geographically dispersed, matrixed teams
  • Excellent communication, leadership, and stakeholder management skills
  • Ability to manage multiple priorities in a fast-paced, high-stakes environment
  • Familiarity with aviation, security systems, or large-scale infrastructure programs is highly desirable
  • Willingness to travel locally and internationally as needed
