Job Description
The Senior Procurement Officer will be responsible for:
- Reviewing proposed procurement and contracting requirements for both IT and non-IT professional services and providing advice/feedback to Business Owners (clients).
- Collaborating with clients to identify accessibility needs and reflect them in procurement planning and evaluation.
- Issuing sole source and competitive contracts using various methods of supply.
- Preparing complex bid solicitation documents including Request for Proposals (RFP), using PSPC procurement vehicles: TBIPS, TSPS, PASS, ProServices etc.
- Reviewing Statements of Work (SOW) and Evaluation Criteria for completeness and adherence to procurement regulations and providing feedback for improvements to these documents.
- Leading consensus meetings with technical evaluation committees and evaluating financial proposals to recommend award of contract.
- Assisting with the development of procurement policies, processes and procedures
- Providing updates and advice to management regarding potential contracting issues.
The majority of the work may be performed remotely. However, it would be preferable for the resource to work 2 days per week at our physical location: 125 Zaida Eddy Private, Ottawa, ON.

The Bidder must demonstrate that the proposed resource has a minimum of 3 years’ experience performing contracting activities in Federal Government Procurement within the last 7 years. |

The Bidder must demonstrate that the proposed resource has a minimum of 2 years’ experience in the last 5 years preparing and issuing professional services Requests for Proposals (RFP) and contracts using one (1) or both of the following PSPC procurement vehicles:
