Our government client is seeking a Procurement Specialist to join their team on an on-site basis in Ottawa, ON. This role involves managing complex procurement processes, developing bid evaluation criteria, and supporting enterprise software contracts within a federated structure. To be considered, you must have experience with procurement policies and contract management in a government setting.

- Prepare complex bid documents, including Supply Arrangements, Requests for Standing Offers, and Requests for Proposals
- Evaluate Statements of Work for completeness and compliance with procurement regulations
- Develop bid evaluation criteria for advisory services, SAM best practices, Software Asset Analysts, and SAM tool software
- Assess bids against mandatory requirements and recommend contract awards or issuing Standing Offers or Supply Arrangements
- Perform contract management tasks post-award
- Assist in developing procurement policies and procedures that align with new SAM workflows and support enterprise software contracts within DND/CAF’s federated structure
- Provide procurement strategy advice and guidance on post-contractual issues related to the SAM program
- Support priority software procurements as needed
