**Job Description for Pre-Construction Engineer**
This position reports directly to Client GC Management.
**PRIMARY FUNCTIONS**
- Perform all responsibilities with honesty, integrity, and professionalism.
- Support the pre-construction process by researching, sourcing, and evaluating materials, equipment, and subcontracted scopes.
- Coordinate procurement activities to ensure alignment with project budgets, schedules, constructability considerations, and design requirements.
- Assist the Pre-Construction Manager in preparing bid packages, soliciting subcontractor proposals, and conducting proposal reviews.
- Maintain communication with suppliers, trade partners, design teams, and internal stakeholders.
- Prepare cost comparisons, procurement logs, and recommendations for material/equipment selections.
- Participate in value engineering exercises by identifying cost-saving material alternatives or sourcing efficiencies.
- Support multiple projects and tasks simultaneously in a fast-paced environment.
- Conduct market research on pricing trends, product availability, and vendor performance.
- Assume additional responsibilities as directed.
**TYPICAL DUTIES**
- Review construction documents to identify material and equipment requirements.
- Assist in developing and issuing Requests for Proposals (RFPs) and Requests for Quotes (RFQs).
- Analyze subcontractor and supplier proposals for completeness, accuracy, and alignment with project scope.
- Prepare preliminary project schedules and support the development of project budgets.
- Maintain detailed procurement documentation, including bid summaries, vendor evaluations, and pricing records.
- Support subcontractor and supplier negotiations under the direction of the Pre-Construction Manager.
- Help coordinate long-lead materials and ensure risk items are identified during pre-construction.
- Collaborate with project teams to ensure procurement strategy is communicated during handoff to construction.
- Assist with pre-bid meetings, proposal reviews, and procurement-related client presentations as needed.
- Identify potential supply chain risks and recommend mitigation strategies.
- Track supplier compliance with company standards, safety requirements, and contract terms.
- Support the transition from pre-construction to construction by delivering accurate procurement documentation and vendor contact lists.
**PHYSICAL REQUIREMENTS**
- Ability to work in an office setting with occasional visits to active construction sites.
- May need to climb permanent and temporary stairs and ladders and navigate construction sites as required.
- Ability to sit and stand for long periods of time.
- Use of vision, hands, and fingers for computer-based work.
- Speak, hear, stoop/bend, crouch.
- Lift/carry a minimum of 30 pounds.
**WORK ENVIRONMENT**
- Primarily an office environment with periodic exposure to active construction sites.
- Potential exposure to outdoor weather conditions, heavy machinery, and moderate noise levels.
- May involve occasional travel to project sites, client meetings, and industry events.
**QUALIFICATIONS**
- Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field preferred. Equivalent experience may be considered.
- 1–5 years of experience in procurement, engineering, estimating, or construction project support.
- Understanding of construction means and methods, materials, and equipment.
- Experience reading construction drawings and specifications.
- Strong analytical and organizational skills with the ability to compare technical and cost data.
- Effective written and verbal communication skills.
- Familiarity with procurement best practices and negotiation techniques.
- Proficiency in MS Office (Excel, Word, Outlook); experience with Bluebeam, On-Screen Takeoff estimating software, BuildingConnected or procurement platforms is a plus.
- Ability to manage multiple priorities with attention to detail.
**CAPABILITIES**

- Oracle Cloud / Primavera P6 experience preferred.
