Key Personnel Qualifications:
Education:
Required: ALA – accredited Master’s degree in Library and Information Science
Preferred: A Bachelor’s degree in Biological Sciences, Marine Sciences, or related field is preferred but not required.
Additional Qualifications:
·Working knowledge of traditional and electronic information resources.
·Reference experience.
·Evidence of strong commitment to service and research.
·Experience with information literacy instruction.
·Evidence of working in teams.
·Excellent oral and written communication skills.
·Experience performing research with fisheries, oceanography, socioeconomics, protected resources, and related fields of study.
The library has a requirement for the organization and management of high quality archives, special collections, and digital collections, and for developing and promoting library services to enhance the impact of these archives and collections on PIFSC research staff. The librarian also performs digital archiving services for ensuring Public Access to Research Results (PARR) that is essential for researchers to carry out their work at the science facility.
Tasks:
The contractor works independently to support PIFSC library by performing these functions using best practices, industry standards, and current technologies and trends:
- Promotes the use of the library by scientific staff, researchers, cooperating institutions, and the public.
- Completes all library information requests in a timely manner.
- Processes interlibrary loan requests and participates in the wide network of lending libraries in OCLC Worldshare.
- Supports and/or leads a variety of digital initiative projects related to digitization and/or digital collection management.
- Maintains, develops, and improves access to electronic resources.
· Updates Staff Publications information held in an Oracle database.
· Runs PL/SQL queries to generate reports, or answer reference questions regarding staff publications.
- Maintains the science library web pages, which requires knowledge of CSS, HTML, PHP, Javascript, PERL, and PL/SQL.Assigns permanent identifies (DOI) to science facility published manuscripts and to archived data sets.
- Provides guidelines and guidance on data citations in publications.
- Catalogs all books, serials, and periodicals utilizing MARC bibliographic formats, traditional cataloging and classification standards (e.g. LCSH), and metadata standards (e.g. Dublin Core) to ensure easy location by library patrons.
- Assists in contributing science facility publications to the institutional repository and improving workflows.
- Circulates and tracks library books and checks in journal issues.
- Consults with PIFSC research staff and Division Directors for collection development that meets the mission and objectives of PIFSC research.
- Performs stack maintenance, shelves books and materials, and prepares volumes for binding.
- Performs best practices for preservation of books and materials.
- Provides advice and service in the area of digital asset management
- Works with PIFSC personnel to ensure adequate metadata records are developed and logged into InPort.
- Participates in business meetings and professional activities as necessary for performance of duties within the scope of work.
Attends agency specific training with prior approval from the project lead. Training incurring cost for registration or training fees requires the Contracting Officer’s prior approval.
