Job Purpose

The purpose of this job is to provide support services in the field of Knowledge Management (KM) and Information Technology (IT).

Duties and Responsibilities

The job duties and responsibilities include, but are not limited to the following:

? KM Support. Providing KM support such as: the design, implementation and enhancement of core KM approaches used to support critical knowledge flow within and across the AO.

 

? KM Facilitation. Promoting KM approaches such as: facilitating communities of practice across the AO to foster innovation, consolidating best practices and lessons learned for improved performance, and collaborating common knowledge flow processes; and seeking out opportunities where knowledge sharing can be added value.

 

? KM Administrative Support. Providing KM administrative support such as: information dissemination, briefing preparations, developing business processes to facilitate and streamline standardization within the AO, coordinating and conducting information gathering meetings and captures Team and Working Group (WG) minutes, coordinating their review for accuracy, and posting on portal for shared access.

 

? Stakeholder Communications. Sustaining the KM brand to internal and external audiences with consistent messaging across a variety of media outlets such as the Plan of Week, Headquarters Information Portal (HIP), Navy Newspaper, etc. These tasks are performed daily.

 

? Knowledge Mapping. Conducts knowledge mapping to identify value and non-value added process steps for reengineering efforts to create efficiencies in knowledge flow and transfer. Works with stakeholders to identify areas of opportunity and gaps in knowledge flow.

 

? Process Improvement. Facilitating process improvements by mapping business processes using LEAN/Six Sigma methods and tools to identify and document transformation and increased efficiencies. Markets and leads Rapid Improvement Events (RIE) within the AO. Develops process models for optimal organizational effectiveness.

KM Specialist

 

? Monthly Reporting. Provides monthly progress reports tracking all projects and REIs. Produces a monthly newsletter to keep KM network across the AO informed of HQ activities and initiatives.

 

? Event Coordination. Coordinates KM events such as workshops, seminars and local conferences to promote awareness, strategies and networking.

 

Qualifications

Minimum Education & Experience:

? Bachelor's degree in Computer Science, Business IM/IT or directly related fields and five (5) years of relevant experience; OR

? Master’s degree and two (2) years of relevant experience; OR

? Eight (8) years of relevant professional experience in Computer Science or related fields. Relevant experience includes technical analysis, task planning and management, data integration, dashboard design, dashboard creation, and dashboard displays in MS suites such as Word, PowerPoint, Excel, Access, One Note, and SharePoint 2013.

? Must have a minimum of five (5) years’ experience working with data collection and information sharing programs.

? Must have three (3) or more years’ experience in Process Improvement practices.

 

 

Certifications:

? Knowledge Management certification from an accredited source, LEAN or Six Sigma certification

 

Skills, Knowledge, & Abilities:

? Must have mastery of project management methods to coordinate efforts through leadership to enhance the decision cycle phase and improve business processes.

 

? Must have mastery in using Microsoft Office Suite applications and tools (Word, PowerPoint, Excel, Access, One Note, and SharePoint 2013) in preparing integrated reports, presentations and briefing slide desk for dashboard view.

 

? Must be able to develop and write SharePoint Governance and other IT governance plans as needed.

 

? Must possess the ability to share information through networking using the latest collaboration tools such as blogging and social media services.

 

? Must have a comprehensive knowledge of Navy and DoD regulations and protocols for information dissemination.

 

? Must be proficient in office management.

 

? Must possess strong communication, presentation and customer service skills; shows tact, effective listening skills and able to follow through on projects in a timely manner.

KM Specialist

 

? Must be detail oriented and well-organized; able to understand information systems and ensure accuracy of work.
