Job Purpose
The purpose of this job is to provide support services in the field of Knowledge Management (KM) and Information Technology (IT). This position supports the broadest area of operations of all operational sections with regard to KM and is responsible for operations and plans, exercise training and integrates and synchronizes the operation as a whole for leadership.
Duties and Responsibilities
Duties and responsibilities include, but are not limited to the following:
? Knowledge Collaboration. Working with designated agency communications and technical subject matter experts to support collaboration tools and verifies that databases and other information sources are integrated to eliminate stovepipes and improve organization knowledge sharing.
? Knowledge Capture. Capturing and codifying tacit knowledge, making it available for re-use; connecting people to one another to enable the transfer of tacit knowledge to explicit knowledge; and creating explicit knowledge from available resources and integrating content into easily accessible knowledge for decision makers.
? Information Exchange Requirements Management. Establishing and maintaining an Intelligence Enterprise; identifying mission critical knowledge and information exchange requirements; assisting in selecting the most effective means (processes and enabling technology) of exchanging those requirements; proposing business rules for exchange procedures; defining the flow of mission critical knowledge and information; and coordinating coalition support.
? Knowledge Sharing. Developing multi-national, non-DoD agency, NGO/IGO information sharing structures; integrating training requirements stemming from KM solutions into the overall training plan; and organizing, coordinating and providing minutes for monthly meetings.
? Record Keeping. Creating tools needed to track both verbal and written communication and orders; establishes a collaborative environment, processing information and preserving historical information in accordance with regulations.
? Strategic Planning. Assists with the developing, maintaining and implementation of KM Strategic Plans.
KM Operational Specialist
? Requirements Identification. Consults with users to identify and specify requirements; develops overall functional and system requirements and specifications, defines scope and objectives, conducts business process reengineering, conducts feasibility studies and trade off analyses, plans new system implementation, and ensures cyber security regulations are applied.
? System Evaluation. Responsible for the evaluation of existing end user info systems and identifies gaps that may be addressed by technical or operational improvement.
Travel
Travel may be required for KM support, approximately 2 to 4 times per year.
Qualifications
Minimum Education & Experience:
? Bachelor's degree in Computer Science, Business IM/IT or directly related fields and five (5) years of relevant experience; OR
? Master’s degree and two (2) years of relevant experience; OR
? Eight (8) years of relevant professional experience in Computer Science or related fields. Relevant experience includes technical analysis, task planning and management, data integration, dashboard design, dashboard creation, and dashboard displays in MS suites such as Word, PowerPoint, Excel, Access, One Note, and SharePoint 2013.
? Must have a minimum of five (5) years’ experience working with data collection and information sharing programs.
Minimum Prerequisites:
? Must be able to identify and resolve problems or inadequacies of web design/development and processes to establish an Intelligence Enterprise for government agency. In addition to the indicated IT requirements, this position also requires the following skills:
o Must possess the ability to share information through classified networks using the latest collaboration tools such as Secret Internet Protocol Router Network (SIPRnet), Virtual Secure Enclave (VSE), Collaboration At Sea (CAS), etc.
o Experience in supporting the Command and Control (C2) of Joint Forces, capable of integrating Joint Forces staff augmenters and policies.
o Mastery knowledge in applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the operational requirements.
o Previous U.S. Navy active duty military operational experience preferred.
