Veterans Management Services, Inc. (VMSI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB)and we are looking for a highly motivated Contract Specialist to join our team supporting our Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Regional Procurement Office-Central (RPO-C) Procurement Contracting Activity Central (PCAC) client. The mission of the VA is to “To fulfill President Lincoln's promise to care for those who have served in our nation's military and for their families, caregivers, and survivors.”
The ideal candidate is an acquisition professional with full lifecycle acquisition experience in compliance with the FAR, VAAR, and related policies. Responsibilities include conducting market research, defining requirements, drafting and processing solicitations, awards, and modifications in the Electronic Contract Management System (eCMS), and coordinating with stakeholders throughout the acquisition process. Post-award duties include preparing and issuing modifications and option year notices, monitoring contractor performance, and completing contract closeouts
Key Responsibilities:
- Conduct comprehensive reviews of procurement documents for accuracy, adequacy, and completeness.
- Identify and resolve inconsistencies through communication.
- Read and interpret Federal and agency acquisition policies, regulations, and directives.
- Draft and prepare contract-related documents and forms.
- Perform and/or evaluate market research, trends, conditions, alternative sources, and technological advances as they apply to the program.
- Prepare and process purchase requisitions and procurement packages for submission to the supporting Contracting Officer (CO) for award.
- Research, analyze, prepare, and review invoice receipts, receiving reports, fund status, final payments, release of claims, certificates of completion, close-out documents, and other supporting materials required for contract closeout.
- Investigate, review, and prepare open obligations/undelivered orders (UDOs) for closeout.
- Perform post-award administration in support of the CO.
- Monitor Quality Assurance Surveillance Plans (QASPs) to ensure contracted services meet contract requirements and facility expectations.
Qualifications:
- Bachelor’s degree with a major in any field; or at least twenty-Four (24) semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management
- two (2) years of federal contracting experience working on government acquisitions within the last five (5) years.
