Must have:

  • Must be bilingual in English and French
  • Reliablity level security clearance
  • Has developed at least 4 professional services bid solicitation (in the last 5 years) using Public Services and Procurement Canada (PSPC) mandatory procurement vehicles (i.e. TBIPS, TSPS, ProServices, PASS, THS)
  • Experience developing bid solicitation documents:
    • Developing bid solicitation terms and conditions
    • Reviewing and recommending changes to the SOW submitted by the client
    • Reviewing and recommending changes to the evaluation criteria submitted by the client
    • Suggesting a basis of selection for the bids that will be received
    • Deciding on the basis of payment and method of payment
    • Developing contract terms and conditions
    • Worked with SAP to create commitment for contracts


  • Develop bid solicitation documents (e.g. Requests for proposals (RFPs), Requests for information, professional services RFPs issued against Public Services and Procurement Canada (PSPC) tools)
  • Determine appropriate procurement vehicle for soliciting goods and/or services;
  • Draft contracts;
  • Develop Advance Contract Award Notices (ACAN);
  • Plan and coordinate procurement activities including financial estimates, business requirements and contracting options;
  • Provide briefings on progress and concerns of procurement;
  • Plan, coordinate, prepare and control documentation for procurement plan and process, depending on method of procurement;
  • Prepare, review and/or finalize Statement of Work for potential procurement;
  • Prepare, review and/or finalize Evaluation Criteria for potential procurement;
  • Prepare draft selection methodologies, evaluation plans, evaluation criteria (mandatory and point rated) and evaluation schedules for procurement;
  • Develop, plan, analyze, evaluate and prioritize deliverables and requirements;
  • Monitor the implementation and operations of the contract against established goals, objectives and milestones;
  • Report progress of the contract on an ongoing basis and at scheduled points in the lifecycle which may include:
    • Tasks and activities completed in the last reporting period
    • Planned activities to be completed in the next reporting period
    • Status and flow of work activities/deliverables
    • Potential Issues/Outstanding issues
  • Identify potential problems and propose solutions;
  • Ensure management staff is provided with timely and accurate procurement information and status updates;
  • Develop and implement procurement control and monitoring systems;
  • Conduct post procurement reviews and contractor evaluations/lessons learned; and,
  • Lead or participate in negotiations;
  • Perform contract management activities such as contract amendments or funds de-commitments;
  • Work with the finance team to address invoicing issues;
  • Create financial commitments in the financial system
  • Develop procurement process and/or business process maps;
  • Draft departmental policies and guidance on procurement;
  • Prepare procurement data reports and perform benchmarking exercises against similar sized government departments/agencies;
  • Develop and update process documents, guidelines and directives
  • Participate as a member of the bid evaluation team
