HSE Manager
Our client is seeking an experienced HSE Manager to oversee the health, safety, environmental, and process safety performance of their petrochemical manufacturing site. This role will play a critical part in ensuring regulatory compliance, risk mitigation, and continuous improvement of safety management systems across construction and operational phases.
Key Responsibilities:
Short-Term Focus (Construction Phase):
- Lead safety oversight during construction activities, including heavy lifts, hot work, work at height, and fire safety.
- Ensure strict adherence to OSHA, EPA, and process safety regulations.
- Conduct site safety inspections, risk assessments, and incident investigations.
- Manage emergency response preparedness and regulatory compliance.
- Implement best practices for contractor safety management and training.
Long-Term Focus (Operational Phase):
- Develop, implement, and continuously improve HSE and Process Safety Management (PSM) systems.
- Ensure compliance with regulatory standards, including OSHA PSM, EPA Risk Management Program, and local environmental laws.
- Lead risk assessments such as HAZOP, FMEA, and LOPA to identify and mitigate hazards.
- Drive environmental sustainability initiatives and ensure compliance with emission and waste management standards.
- Establish a culture of safety excellence through training, audits, and performance monitoring.
- Collaborate with operations, engineering, and leadership teams to ensure a safe and efficient workplace.
Qualifications & Experience:
- Bachelor’s degree in Chemical Engineering, Environmental Science, Occupational Health & Safety, or a related field.
- Professional certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or equivalent (preferred).
- 15+ years of experience in HSE and process safety management within the chemical, petrochemical, or manufacturing industries.
- Strong knowledge of OSHA, EPA, and process safety regulations.
- Expertise in process hazard analysis (PHA), HAZOP, and other risk assessment methodologies.
- Demonstrated ability to lead safety programs in large-scale construction and operational environments.
- Excellent communication, leadership, and problem-solving skills.
Working Conditions:
- Site-based position with occasional travel for audits, training, or project support.
- Must be available for emergency response and after-hours support as needed.
