Facilities Construction Manager (Owner's Rep)
Overview
We are representing a well-established, employee-owned engineering and consulting firm seeking an experienced Project Manager to lead the delivery of complex institutional and transportation facilities projects across Pennsylvania.
This is a high-impact, owner’s representative role focused on overseeing planning, design, and construction activities for major public-sector projects. The ideal candidate will bring strong experience in construction phase services, project oversight, and stakeholder coordination, along with the ability to operate at a strategic level while keeping projects on track.

What You’ll Be Doing
Project Leadership & Oversight

Act as an Owner’s Representative overseeing multiple facility projects from planning through construction

Provide high-level guidance and direction to project teams, including design consultants and contractors

Lead efforts related to:

Bid evaluations
-
Cost estimating
-
Constructability and value engineering
-
Change order review and negotiation
-
Scheduling and risk management
-

Prepare executive-level reports, decision summaries, and project updates

Ensure projects are delivered in compliance with contract requirements, design intent, and regulatory standards

Monitor project performance related to cost, schedule, and quality, proactively identifying and resolving issues
Construction & Program Management

Review and evaluate CM/CI proposals and support contract negotiations on behalf of the owner

Lead risk mitigation strategies and issue resolution across stakeholders

Maintain program dashboards and reporting metrics

Support program-level initiatives including:

Facility condition assessments

State of good repair evaluations

Best practices development

Historical cost tracking

Client & Stakeholder Engagement

Serve as a key point of contact for clients and public agencies

Build and maintain strong, long-term relationships

Participate in client meetings, presentations, and strategic discussions

Provide insight and expertise to support future project pursuits
Leadership & Team Development

Provide mentorship and guidance to junior and mid-level staff

Support hiring, onboarding, and team development efforts

Help establish and refine construction management processes and best practices

Contribute to building a high-performing, collaborative team environment

Qualifications
-
10+ years of experience in facilities design and/or construction management
-
Strong background in public-sector projects, ideally transportation or institutional facilities
-
Experience managing projects through bid and construction phases

Solid understanding of:

Construction contracts

Procurement methods

Change orders and risk management

Experience working directly with owners, consultants, and contractors

Bachelor’s degree in Civil Engineering or related field
Preferred:

PE and/or CCM
-
Experience with multi-prime or public procurement environments

Familiarity with tools such as Bluebeam, CAD, or Revit

Compensation & Benefits

Salary range: $150,000 – $200,000

Bonus: ~10% annual bonus
