Days: 405 days over a period of 2.5 years
Work model: Hybrid - Min. 1 day per week on-site Downtown Ottawa area
Salary: $45 - $65+ Based on experience


Tasks

The Contractor must perform the following tasks in support of the project:

  • Participate in knowledge elicitation meetings with the OTIEM project team and CAF Subject Matter Experts until the completion of the Definition phase around Q1 2028.
  • Work with CAF operators, OTIEM project staff, and system engineers to produce relevant Architectural Framework views of the baseline and target architecture to enable the framework and resources to operate and sustain operational training infrastructure at Canadian Forces Base Cold Lake and the CLAWR training complex, as well as other ranges employed by the RCAF for operational training using QualiWare Lifecycle Management (QLM) software in support of OTIEM project planning, program management, and system engineering. These architectural models include, but are not restricted to, the following StraVs, CVs, Ovs, SVs, and mission threads.
  • Prepare and coordinate with the OTIEM project team interactive models and documentation required to support OTIEM enterprise architecture development, as assigned by the OTIEM PD, such as end-state options, procurement options, project implementation concepts, capability operating and sustainment concepts, statement of operational requirements (SOR), briefing presentations, and placemats.
  • Adhere to Treasury Board and departmental personnel, physical, information, and IT security directives when working with government IT networks and applications up to secret classification and managing controlled goods.
  • Assist with other tasks and/or duties related to the OTIEM enterprise architecture, Architectural Framework, architectural modelling, and QLM software, as assigned by the OTIEM PD.
  • Any other tasks included within the TBIPS resource category for Enterprise Architect.
Mandatory

MT.1

The Bidder must clearly demonstrate that the proposed resources has a bachelor degree or higher in one of the following:

  1. Science;
  2. Computer Science; or
  3. Engineering.

MT.2

The Bidder must clearly demonstrate that the resource successfully completed the following three (3) courses:

1. Qualiware Visualization;

2. Qualiware Command Language (QCL) Basic; and

3. Qualiware Command Language (QCL) Advanced.

MT.3

The Bidder must clearly demonstrate that the resource has accumulated 60 months within the last 96 months experience related to enterprise architecture modeling, and experience in repository management in the Qualiware software environment.

MT.4

The Bidder must demonstrate the ability to produce interactive placemats, formalize development, integration and use of Architectural Framework models in the Qualiware software to inform enterprise and program decision-making.

MT.5

The Bidder’s proposed resource must demonstrate their proficiency with the Microsoft Office Suite including Microsoft Word, Microsoft PowerPoint and Microsoft excel. The proposed resource must demonstrate a minimum of 3 years’ experience within the past 5 years.
