Engineering Manager – Federal Energy Solutions
This role is designed for an engineering leader who wants to influence how federal energy and infrastructure projects are developed and delivered. You will lead seasoned engineers, guide complex technical work at a program level, and play a direct role in shaping customer-focused solutions that create long-term value for federal clients.
We are seeking an Engineering Manager to join our one of our client’s Federal Energy Solutions team (which is the leader in the ESCO industry) , bringing deep experience in energy performance contracting, design-build, or federal infrastructure development. This position is virtual with periodic travel, including overnight travel, depending on project location and project phase.
Overview
The Engineering Manager leads and manages Development Leaders who are responsible for delivering federal energy projects from concept through full project development. This role serves as the senior engineering and development leader for the federal business unit, ensuring a smooth transition from early technical sales support through development and into construction award.
This position has a strong customer-facing orientation, balancing technical oversight with federal client engagement, financial understanding, and delivery risk management. The Engineering Manager ensures federal customer requirements are met while aligning engineering, financial, and operational objectives across complex, mission-critical projects.
The Engineering Manager coordinates all aspects of engineering project development, ensuring client requirements are met, project risks are identified and mitigated, and both financial and technical objectives are achieved. This includes advising and supporting Development Leaders, assisting Account Executives with technical sales activities, and coordinating with internal engineering design teams, construction and operations leadership, finance, proposal development, and external consultants.
Projects may include ESPC, UESC, design-build, enhanced use lease, or similar federal delivery models and can range from building-level distributed systems to large, multi-million-dollar central plant, CHP, steam, and power generation projects across federal agencies nationwide.
Responsibilities
- Manage Development Leaders throughout the project development lifecycle from early sales support through construction award
- Serve as a senior customer-facing technical and development leader for federal clients
- Coordinate engineering development activities to ensure schedules, budgets, and development milestones are met
- Monitor project schedules and budgets and develop recovery plans when required
- Guide engineering efforts including ECM identification, preliminary and detailed engineering, cost estimating, savings calculations, O&M scope development, and financial model inputs
- Evaluate both energy and non-energy savings for technical accuracy, financial credibility, and federal compliance
- Assess energy savings guarantees and overall project risk exposure
- Support Account Executives in technical sales discussions, client briefings, and federal stakeholder presentations
- Coordinate assignments and workload distribution across Development Leaders at a national level
- Ensure adherence to federal development processes, contracting requirements, and standard operating procedures
- Identify opportunities to improve engineering and development processes across the federal portfolio
- Mentor and coach Development Leaders and support professional growth and training initiatives
- Provide leadership on reliability-focused solutions for mission-critical federal facilities
Qualifications
Your background includes:
- Bachelor’s Degree from an accredited college or university, preferably in mechanical, electrical, architectural engineering, or a related technical discipline
- Seven (7) to ten (10) years of experience in the U.S. federal market supporting energy performance contracting, UESC, or design-build project development
- Minimum five (5) years of experience managing direct reports
- Strong understanding of federal project financial structures, funding mechanisms, and risk allocation
- Experience with commercial or institutional mechanical and electrical systems including HVAC, central heating and cooling plants, CHP, steam systems, and distributed or large-scale power generation
- Exposure to HVAC controls systems
- Experience supporting technical service sales activities in a federal environment
- Demonstrated ability to manage complex, multi-disciplinary, geographically distributed projects
- Strong communication, leadership, and organizational skills
A Bonus to Have:
- Federal HVAC controls exposure
- Design-build, ESA, PPA, or enhanced use lease experience
- Professional Engineer (PE) or Certified Energy Manager (CEM)
- ASHRAE or AEE membership
