Position Title: DoD IT Portfolio Project Manager
Status: Full-Time, Exempt/Must have active security clearance
Position Summary:
Supports a highly skilled team of programmatic and policy making staff, consultants and IT engineers.
Location: Commander Pacific Fleet (CPF) Headquarters N6, Makalapa.
The candidate must have experience with DoD IT Portfolio Repository Department of the Navy (DITPR-DON); and have excellent verbal and formal writing skills to communicate with the Echelon I enterprise solutions point of contacts (POCs), CPF management, peers, and customers. The candidate must possess the ability to self-direct, work solo or collaboratively in a team environment, while maintaining a professional and courteous manner in challenging situations; and have hands-on experience with submitting/managing NAV-ITAS ITPRs and the NAVITAS processes and policies. 3 years DON IT portfolio management experience is preferred.
Essential Duties/Responsibilities:
? Produce written communications interface via CPF management briefs, justifications, and project status reports at least on a weekly basis.
? Provide IT project management and technical expertise to CPF in matters pertaining to Navy IT portfolio management requirements and Navy IT efficiency initiatives (e.g. portal consolidation, help desk consolidation and application rationalization).
? Research, report significant issues and provide recommendations on average twice monthly on courses of action to meet CPF's requirements. This includes recommendations of strategic guidance, solution determination, integration planning, dependency analysis, and risk management.
? Provide a thorough and complete analysis of Navy IT portfolio management, portal consolidation, help desk consolidation and application rationalization and develop recommended courses of action for CPF- AOR
?Work in close coordination with other contractors, military, and government employees in CPF and CPF-AOR.
? Provide IT systems analysis and IT project management expertise for CPF N662 IT projects. Track resources monthly, establish project baselines, and schedule changes related to IT projects. Provide expertise on the utilization of DITPR-DON. Review and report status of CPF's systems registered in DITPR-DON monthly.
? Review up to 2000 NAV-ITAS ITPRs for compliance with Navy, DoD, and Federal policies and standards. Make
recommendations to approve or disapprove those requests in accordance with a range of official guidelines.
? Produce Federal Information Security Management Act (FISMA) status report as follows:
Ø For CPF-AOR (Monthly to CPF N6C/N662 management).
Ø For FISMA Compliancy & Expirations Preview (Monthly to CPF-AOR Program/Technical Managers & CPFAOR DITPR-DON POCs).
Minimum Qualifications:
? DoD security clearance, 4-Year Technical Degree; Master’s degree preferred
? Minimum 10 years related experience and/or training.
? Project Management Professional certification required, equivalent past experience considered.
? Ability to read and interpret general technical periodicals, journals, military procedures, and regulations.
? Ability to prepare reports, business correspondence, and procedural manuals using a word processor.
