Senior Director of Revenue Protection and Compliance

Location: United States (Hybrid / Field-Based)
Compensation Range: $143,000 – $180,000
FLSA Status: Exempt

We are seeking an accomplished leader to serve as Director of Revenue Protection and Compliance for a large-scale transportation and infrastructure organization. This role is pivotal in safeguarding revenue, enhancing compliance, and ensuring the financial sustainability of tolling and roadway operations across a major metropolitan network.

The successful candidate will lead high-impact programs that protect critical revenue streams, reduce fraud, and ensure fair and transparent tolling practices. This position requires strategic vision, operational expertise, and the ability to build strong partnerships with internal stakeholders and external agencies.

Key Responsibilities

  • Strategic Leadership: Translate enterprise objectives into actionable revenue protection strategies that align with organizational priorities and regulatory requirements.
  • Fraud Mitigation & Enforcement: Oversee initiatives to detect, investigate, and prevent toll evasion, fraudulent vehicle identification, and other revenue-related violations.
  • Data-Driven Decision Making: Use analytics and performance data to identify trends, develop enforcement tactics, and improve operational outcomes.
  • Law Enforcement Collaboration: Coordinate with public safety agencies to investigate violations and pursue appropriate enforcement or legal action.
  • Operational Oversight: Direct daily revenue protection operations, managing staff, resources, and budgets to deliver results while fostering a culture of accountability and continuous improvement.
  • Program Execution: Ensure effective revenue safeguards across electronic tolling, congestion pricing, and other automated collection systems.
  • Leadership Representation: Represent senior leadership on interdepartmental initiatives and external partnerships, ensuring alignment across programs and agencies.
  • Performance Monitoring: Establish metrics, track results, and present regular reports on compliance, financial performance, and operational efficiency.

Qualifications

  • Bachelor’s degree in business administration, operations, public safety, or a related field (or equivalent combination of education and experience).
  • 12+ years of progressively responsible experience in transportation operations, enforcement, compliance, or revenue protection.
  • 8+ years of leadership or management experience in a large, complex organization overseeing enforcement or compliance programs.
  • Strong understanding of tolling operations, transportation infrastructure, or high-volume traffic systems.
  • Proven success managing large teams and budgets, as well as developing and executing strategic programs.
  • Experience with investigative methods, enforcement procedures, and coordination with legal or regulatory entities.
  • Proficiency in Microsoft Office and document management tools.
  • Must possess a valid U.S. driver’s license and be available to respond to operational needs on a 24/7 basis.

Preferred Qualifications

  • Advanced degree (e.g., Master’s in Public Administration, Criminal Justice, or Business).
  • Experience in transportation, public safety, or high-security environments.
  • Expertise in data analytics, performance monitoring, and trend analysis.
  • Familiarity with open-road tolling systems, congestion pricing programs, or automated revenue collection technology.
  • Background in program management within government or similarly complex organizations.
  • Experience with technologies such as license plate readers, mobile data platforms, or enforcement software systems.
