Job Summary
The Director of Human Resources is responsible for overseeing critical HR functions, enforcing company policies and procedures, and maintaining HRIS and talent management systems. Under minimal supervision, this position reports to the Chief Operating Officer and will support the organization’s program management and contract compliance functions. To succeed in this role, you must be adept at working effectively in an extremely pressured environment, highly organized with strong attention to detail, a critical thinker and skilled at completing multiple assignments within tight deadlines. Duties & Responsibilities
General HR Administration- Serves as administrator for several critical human resources functions including compensation, benefits, leave and attendance, payroll, employee relations, health and safety, training and recruiting.
- Facilitates the hiring of qualified job applicants for open positions; collaborates with program managers to understand skills and competencies required for openings.
- Manages new hire process to promote a seamless, positive experience, including offer letter distribution, benefits enrollment, and assist program managers with conducting new hire orientation.
- Ensures HRIS is effectively maintained to enable seamless management of employee records, streamline HR processes and efficiently automate workflows.
- Oversees background checks and employee eligibility verifications (I-9, E-Verify).
- Manages and attends (as needed) employee disciplinary meetings, terminations, and investigations.
- Remains current on trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Administers employee benefits programs, such as group health, dental and vision, accident and disability, life insurance, 401(k), and wellness benefits.
- Assists employees with basic questions regarding fringe benefits.
- Manages annual open enrollment process to include updating HRIS system with any plan changes and updated costs, and coordinating development of benefits guides and informational webinars.
- Verifies monthly premiums statements for all group insurance policies and resolves administrative problems with the carrier representatives.
- Oversees COBRA administration with vendor to ensure compliance.
- Coordinates workers' compensation claims with third-party administrator.
- Responsible for payroll processing systems to ensure timely and accurate execution of all payroll transactions.
- Approves and processes bi-weekly, semi-monthly and monthly payrolls
- Works with payroll vendor to ensure accurate submission of required federal and state payroll tax filings.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices.
- Reviews policies and practices on an ongoing basis to ensure compliance and updates employee handbook and state supplements on an as-needed basis.
- Manages compliance with Service Contract Act (SCA) regulations and coordinates with third-party recordkeeping administrator.
- Manages annual 401(k) plan compliance testing and worker’s compensation audits.

Minimum Qualifications
- Bachelor's degree in human resources, business administration or related field.
- Seven years of recent HR experience preferably in professional services / staffing industry and solid track record of successfully implementing HR programs and initiatives.
- Proficiency with or ability to quickly learn HRIS and talent management systems.
- Intermediate to advanced proficiency with Microsoft Office Suite, (Word, Excel, PowerPoint, Sharepoint), Adobe Acrobat and virtual meeting platforms.
- Veteran a plus.
