The Opportunity
The Director of Financial Closeout plays a critical role in the successful completion of affordable housing developments by leading all financial closeout activities. This role is responsible for ensuring accurate and timely cost certifications, final tax credit allocations, and IRS Form 8609 issuance, while safeguarding financial integrity and maintaining strong relationships with investors, lenders, and housing agencies.
Role Overview
This position provides strategic oversight of the financial closeout process for LIHTC developments, with accountability for cost certification, equity installment management, adjuster calculations, and permanent loan conversions. The Director of Financial Closeout works cross-functionally with development, accounting, legal, lenders, investors, and public agencies to ensure compliance, accuracy, and optimized financial outcomes.
Key Responsibilities
Cost Certification & Closeout Leadership

Direct and oversee the CPA-led cost certification process, ensuring accurate reconciliation of sources and uses and proper classification of eligible basis

Serve as the primary point of contact with auditors, lenders, investors, syndicators, and housing authorities on all cost certification matters
Final Allocation & IRS Form 8609 Management

Lead preparation and submission of applications and supporting documentation for final LIHTC allocation

Oversee completion and submission of IRS Form 8609 packages, coordinating with internal and external teams to ensure compliance and timely issuance
Equity & Adjuster Oversight

Review and approve upward and downward adjuster calculations in accordance with partnership agreements

Manage equity installment schedules, verifying milestone compliance and adjuster outcomes
Permanent Loan Conversion & Documentation

Oversee financial components of permanent loan conversions, aligning lender, investor, and agency requirements

Ensure all closeout documentation (change orders, legal opinions, PIS certificates, loan agreements, cost audits, and related materials) is complete, accurate, and properly archived
Strategic Financial Management

Identify and execute opportunities to maximize eligible basis and optimize tax credit allocations

Develop and refine internal closeout processes, controls, and checklists to drive consistency and efficiency

Provide guidance and training to internal teams on closeout requirements and financial compliance best practices
Stakeholder & Investor Relations

Maintain strong working relationships with auditors, investors, syndicators, lenders, and housing authorities

Provide regular reporting to executive leadership on closeout status, financial outcomes, risks, and timelines
Experience & Qualifications
Required:

Bachelor’s degree in Accounting, Finance, or a related field

5+ years of experience in affordable housing finance, LIHTC development, or public accounting with a real estate focus

Deep expertise in LIHTC program requirements, cost certifications, and IRS Form 8609 processes

Strong technical proficiency in financial modeling, reconciliations, and partnership agreement mechanics

Proven ability to manage complex, cross-functional processes and external stakeholder relationships

Exceptional organizational, communication, and problem-solving skills
