About the Role
As Development Manager, you will be responsible for managing the full entitlement process for multiple high-density residential projects, from early design through approvals and registration. You will work closely with internal teams, consultants, and municipal stakeholders to ensure projects progress efficiently through planning, approvals, and permitting stages, while maintaining alignment with budgets, schedules, and overall development strategy.

Key Responsibilities

Development & Entitlements
• Manage the full entitlement process including Official Plan Amendments, Rezoning, Site Plan Approvals, Development Agreements, and Condominium Registration
• Coordinate and review planning applications, technical reports, drawings, and consultant submissions
• Work closely with municipalities and approval agencies to advance project approvals

Project Coordination & Consultant Management
• Lead and coordinate multi-disciplinary consultant teams
• Provide direction and oversight to ensure deliverables meet project timelines and requirements
• Prepare and maintain project schedules, meeting minutes, and documentation

Financial & Project Analysis
• Assist in the preparation and ongoing management of project proformas and budgets
• Support financial tracking and ensure alignment with development objectives

Due Diligence & Planning
• Conduct land due diligence and prepare reports on prospective acquisitions
• Maintain awareness of planning policies, municipal standards, and industry trends
• Understand the relationship between entitlement, permitting, and construction phases

Stakeholder Engagement & Brand Representation
• Build and maintain strong relationships with consultants, municipalities, and industry partners
• Support initiatives that enhance the company’s presence and reputation within the market

Qualifications
• Degree in Urban Planning, Urban Studies, Real Estate, Business, Civil Engineering, or related field
• Minimum 7+ years of experience in high-rise or multi-residential real estate development
• Strong understanding of the entitlement and approvals process (OPA, ZBA, SPA, MV, Severance, PLC, etc.)
• Experience managing proformas, budgets, and development timelines
• Familiarity with building permit processes and their relationship to planning approvals
• Proficiency in Excel, PowerPoint, Outlook; experience with Bluebeam and AutoCAD is an asset
• Strong analytical, organizational, and problem-solving skills
• Excellent communication and stakeholder management abilities
• Self-motivated with a strong sense of ownership and attention to detail
• Ability to thrive in a fast-paced, collaborative environment
