Our client is a rapidly growing, acquisitive federal contractor, who is hiring a Corporate Controller to lead the accounting functions for the company and its subsidiaries. As a demonstrated stand-alone controller experienced in multi-entity consolidations, shared services, and excellence in accounting operations, you will provide timely financial reporting and U.S. GAAP and FAR/DCAA compliance for the company. This position reports directly to the CFO, and as a newly created role, opportunities exist to revisit and deploy new methods in strengthening the operational accounting and post-acquisition integration efforts. Key areas of responsibility include;

Management

  • Maintain a comprehensive system of accounting functions and controls.
  • Supervise and develop a strong, performance-oriented accounting team, capable of actively and effectively engaging and growing with the business. Organize team and functions to maximize shared services throughout the enterprise.
  • Manage and maintain accounting systems, policies and procedures. Oversee external providers and consultants engaged toward desired outcomes.
  • Leverage automation and best practices to streamline daily operations of a dispersed team. Utilize tools to ensure productivity and coordination towards timely completion of monthly close.
  • Promote an environment of excellent customer service and continual process improvement with the ability to lead and influence diverse, cross-functional teams.

General Accounting

  • Lead transactional accounting operations including GL, A/P, A/R, intercompany transactions, payroll, fixed assets, treasury management and travel & expense.
  • Maintain structure of ledger entries & approvals, amortization schedules, balance sheet account reconciliations and supporting analyses while ensuring compliance with US GAAP standards and FAR regulatory requirements.
  • Perform the month-end and annual closing process ensuring timely financial reporting as well as performing analytical reviews of the monthly operating results to ensure accurate accounting records are maintained.
  • Control treasury operations for banking activity and cash flow across multiple entities. Report daily/weekly consolidated cash balances as required. Ensure monthly banking reconciliations are performed.
  • Ensure accuracy of cost accounting to include job costing and WIP accounts. Create and maintain indirect rate pools and allocations. Compute monthly indirect rates and ensure the integrity of the pools and cost centers.
  • Verify and ensure reliability of revenue recognition recorded by program finance to include the company’s At-Risk and incremental funding rules. Validate proper revenue recognition treatment per company practice and ASC 606 compliance. Ensure audit traceability of firm-fixed price EAC changes and that project accounting and maintenance guidelines are being followed.
  • Support and manage required post-acquisition efforts, including integrating target’s accounting personnel and books & records

Financial Reporting & Control

  • Prepare consolidated financial statements of multi-entity structures, including internal and external reporting. Prepare bank covenant reporting packages and ad hoc requests as needed.
  • Oversee all consolidation eliminations; understanding of transfer pricing, purchase accounting, push-down accounting, and other elections.
  • Maintain financial accounting system data (Unanet) and reporting capabilities.
  • Assist in the design and reliability of the financial planning & analysis system and its use as a source of record for any/all accounting entries.
  • Support and maintain book provisions for tax expense, contingencies and others for company & subsidiaries.
  • Provide finance accounting mentorship and help for the company’s Joint Venture entities as needed.
  • Research technical accounting matters and applicability to the company. Establish position papers as needed. Engage technical accounting consultants as needed.

Regulatory Reporting & Compliance

  • Ensure external financial, tax, and DCAA audit readiness to include optimal document management associated with the record retention policy and retrieval processes for timely support to audit firms/authorities.
  • Coordinate and manage external audits, including interaction/correspondence with auditors/agents, respond to data calls, and direct internal teams as needed to ensure a responsive process.
  • Support state/local and federal filings, including R&D tax credits, multi-state government filings, tax reporting, and payment requirements. Prepare corporate tax organizer for tax accountant, keep schedule of annual renewals including business license, sales & use tax reporting, etc.
  • Maintain debt & equity accounts and have a thorough understanding of accounting for equity and debt financing, distributions, and retrospective vs. prospective accounting adjustments.

Planning

  • Demonstrates a keen awareness and interest in business operations including the ability to help create business strategies and objectives, the ability to understand business activities and drivers and convert into actionable recommendations. Translate strategic plans into operational plans due to unique closeness to the numbers.
  • Improve cash flow by optimizing the billing, disbursements and cash collection processes. Ensure reliability in rolling cash forecast.
  • Provide financial support and reporting towards establishing the annual operating budget, forecasts, bank reporting, and quarterly BoD deck. Provide insight to the finance organization to establish commitments under a reliable monitoring and control system.
  • Ensure suite of reports is available and accessible to different categories of stakeholders. Implement modifications or new reports for efficiency of operations and as real-time data as possible.
  • Assist in provisional billing rate compilation, submission, annual indirect rate budgets, provide reporting and support development of forecasts.
  • Research technical accounting issues and stay out front of implementation prior to financial audit.

Required Skills and Qualifications:

  • Bachelor’s degree in accounting or related field with 12+ years of relevant experience
  • 7+ years as senior-level manager within the government contracting industry. Must have stand-alone Controller and/or Accounting Director experience.
  • Experience in Gov/Con sector is a must
  • CPA is highly desired
  • Costpoint experience is preferred
  • Working knowledge of U.S. GAAP, ASC 606 – Revenue Recognition, FAR and CAS regulations
  • Advanced experience using Microsoft Office (e.g. Excel, Word, PowerPoint)
  • Excellent organizational skills and strong attention to detail
  • Excellent written and verbal communication skills; able to work well with senior executives and team as well as mentor/lead other team members
  • Ability to meet communicated schedules and deadlines
  • Ability to work well under pressure in a fast-paced environment with shifting priorities
