The Contracts Manager provides end-to-end federal contract management support across the full contract lifecycle, from pre-award through closeout. This role is critical to ensuring compliance with the Federal Acquisition Regulation (FAR), agency supplements, and internal policies, while serving as a trusted advisor to business development, program management, finance, and executive leadership.
This position requires strong federal contracting expertise, sound judgment, and the ability to manage multiple priorities in a fast-paced government contracting environment.
Essential Duties and Responsibilities
The Contracts Manager will:
Contract Management & Negotiation
• Manage pre-award and post-award contract activities for federal prime contracts, task orders, IDIQs, GWACs, BPAs, and subcontracts.
• Review and analyze solicitations (RFPs, RFIs, RFQs) and support proposal development through compliance reviews and risk assessments.
• Draft, review, negotiate, and administer contracts, task orders, modifications, teaming agreements, NDAs, and subcontracts.
• Review commercial contracts for accuracy, clarity, legal sufficiency, and policy compliance.
• Maintain contract document control and version management.
Compliance & Risk Management
• Ensure compliance with FAR, agency supplements (e.g., DFARS, HHSAR), and contractual requirements.
• Advise internal stakeholders on contractual risks, obligations, and mitigation strategies.
• Support internal and external audits related to contracts and procurement activities.
Program & Stakeholder Support
• Coordinate with Finance, PMO, HR, and compliance teams to ensure contractual alignment and execution.
• Manage subcontract administration, including flow-down requirements, monitoring, modifications, and closeout.
• Communicate with Government Contracting Officers and Contract Specialists as required.
Closeout & Reporting
• Lead contract closeout activities, including final invoicing coordination, deliverable acceptance, and documentation retention.
• Maintain accurate and complete contract files in accordance with federal and corporate recordkeeping requirements.
• Prepare contract status reports, summaries, and briefings for senior leadership.
Education and/or Experience
Required:
• Bachelor’s degree in Business Administration, Contracts Management, Finance, Legal Studies, or a related field.
• Minimum 5 years of experience managing contracts in a federal government contracting environment.
• Strong working knowledge of the Federal Acquisition Regulation (FAR) and major agency supplements.
• Demonstrated experience negotiating federal contracts and administering subcontracts.
• Proficiency with contract management systems and Microsoft Office applications.
Preferred Skills:
• Master’s degree or Juris Doctor (JD).
• Professional certification such as CPCM, CFCM, or other NCMA credentials.
• Experience supporting civilian agencies (e.g., HHS, HRSA, VA) and/or Department of Defense contracts.
• Familiarity with cost-reimbursement, time-and-materials, fixed-price, and hybrid contract types.
• Familiarity with Unanet or similar ERP/contract management systems.
