Construction Contract Specialist

Veterans Management Services, Inc. (VMSI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) and we are looking for a highly motivated Construction Contracts Specialist to join our team supporting our Department of Veterans Affairs (VA) client. Responsibilities:

  • Support the procurement of construction and architectural-engineering services spanning across the entire acquisition life cycle

  • Assist in writing Requests for Information (RFIs) and Requests for Proposals (RFPs) for complex procurements and the development of supporting requirements and contract documentation

  • Develop contract line-item structures and translate technical requirements into logical frameworks and unambiguous specifications and Statements of Work (SOWs)

  • Lead the development of evaluation criteria and schemes; incorporate unique contract clauses as needed

  • Develop legally sufficient acquisition planning and justification documentation to support and defend a compliant procurement and contract file

  • Demonstrate a full understanding of all aspects of the construction acquisition cycle, including requirements definition, acquisition planning, solicitation management, source selection, negotiation, contract award, contract administration, and closeout

  • Perform all acquisition functions in accordance with the Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), and other applicable federal regulations and policies

  • Execute pre-award procurement functions, including market research/analysis, Independent Government Cost Estimate (IGCE) development, establishment of evaluation criteria, and formal acquisition plans

  • Prepare contractual documents such as solicitations, awards, modifications, and related documentation using the Electronic Contract Management System (eCMS)

  • Collaborate and coordinate with requiring activities, industry partners, and internal stakeholders to ensure timely and compliant procurement actions

  • Complete contract files with all required documentation to comply with VHA procurement regulations and guidance

  • Perform post-award procurement functions, including preparing contract modifications, tracking contractor performance, drafting correspondence and reports to support contractual actions, and completing contract close-outs

Requirements:

  • Bachelor’s degree from an accredited college or university

  • Minimum of 6 years verified Federal contracting experience

  • At least 2 years of federal procurement experience specifically with Construction, including familiarity with the application of FAR Part 36 and other relevant FAR regulations, as well as cradle-to-grave construction contracting experience

  • Demonstrated leadership experience within federal procurement, such as serving in a management, team lead, or training capacity

  • Ability to travel up to 20% of the time regionally throughout the year

  • Ability to conduct comprehensive research and analysis of technical and cost data

  • Ability to read and interpret acquisition policy, regulations, and directives

  • Ability to provide clear leadership, technical direction, and guidance to all lower-level acquisition personnel

  • Must have an understanding of the following systems: EIS, eCMS, CPARS/PPIRS, SAM, GSA eBUY

  • Contracting certification – DAWIA or FAC-C is preferred
