$35 - $55 per hour, based on experience

Tasks

The Contractor’s resource will perform tasks in support of the organization and its stakeholder community. These tasks may include, but are not limited to producing the following in English and French:

  • Develop a coordinated and integrated strategic communications plan;
  • Develop, in consultation with the Director and key stakeholders, mission and vision statements to guide the work of the community and organization;
  • Liaise with public affairs staff to ensure that the communications approach is consistent with applicable public affairs policies and procedures;
  • Support public affairs staff as a subject matter expert for accurate messaging on public affairs matters;
  • Act as content advisor/editor for internal and external communications products;
  • Develop strong working relationships with communications and public affairs personnel across relevant government departments, partners, organizations, schools, and industry;
  • Advise the Director and senior staff on matters related to internal and external communications and media relations;
  • Assist in the preparation of speeches on relevant organizational matters;
  • Prepare briefing notes for public affairs leadership on communications and internal issues requiring chain-of-command and ministerial approval;
  • Review and/or prepare news releases as requested by the organization’s staff;
  • Write, design, and develop PowerPoint presentations on relevant topics as directed;
  • Write, design, develop, edit, and maintain a website to keep staff informed about internal and external information;
  • Write, design, develop, edit, and maintain an intranet page for staff communications (internal network access only);
  • Write, edit, design, and publish newsletters aimed at staff, partners, industry, and other government departments;
  • Write, edit, design, and publish approved backgrounders, fact sheets, and briefing materials as directed;
  • Write, design, develop, edit, and maintain social media sites as directed, including but not limited to Meta and Instagram;
  • Develop and maintain a lexicon, including glossary and acronym listings, for frequently used terms;
  • Write, edit, design, and publish journalistic articles for internal and external publications and websites;
  • Attend meetings and prepare meeting minutes;
  • Review and/or prepare audio/video news releases as requested by the chain of command; and
  • Research, write, design, publish, and record short videos and multimedia content with appropriate approvals.

Education:

MT.1

The proposed resources must have experience in developing at least one strategic communications plan in the last thirty-six (36) months.

    MT.2

    The proposed resource must have a minimum of twelve (12) months of combined experience, obtained within the last thirty-six (36) months, in designing and developing web sites and social media.

    MT.3

    The proposed resource must have a minimum of twelve (12) months of combined experience, within the last thirty-six (36) months, designing print and online publications.

    MT.4

    The proposed resource must have a minimum of twelve (12) months of combined experience, within the last thirty-six (36) months, in producing and editing videos (minimum one (1) minute duration).

    Rated:

    RT.1

    The Bidder should demonstrate that the proposed resource has experience performing duties related to public affairs or communications functions for a Government organization at the Federal, Provincial or Municipal level.

      RT.2

      The Bidder should demonstrate that the proposed resource has demonstrated experience as a primary or significant contributor in the development of written communications:

      • news releases
      • speeches
      • fact sheets
      • backgrounders
      • questions and answers
      • media response lines

      RT.3

      The Bidder should demonstrate that the proposed resource has experience with Adobe Creative Suite, Microsoft Publisher or other web and print design tools

      The Bidder should demonstrate that the proposed resource has experience using Microsoft Publisher for web and/or print design
