Commercial Strategy Specialist
International energy organization is seeking an experienced, self-motivated individual for a Contingent Labor – Commercial Strategy Specialist III role within its Supply Chain Management – Facilities & Construction team, based in Greenway Plaza.
This role supports multiple contract categories including D&C/F&C pad construction, hydrovac, NDE, survey, painting/coating, and inspection services, among others, and is best suited for a candidate with experience in contracts, sourcing strategy, and negotiation, along with the ability to manage multiple initiatives and stakeholders.
Essential Job Duties:
• Develop and implement commercial strategies for capital projects within budget and on time while building long-term supplier relationships.
• Track the effectiveness of commercial strategies through spend analysis, market research, and supplier/proponent engagement.
• Continuously seek and execute improvement opportunities to reduce overall cost without impacting quality.
• Manage the proponent requirements and corresponding procurement strategies and contracts for assigned service categories as the central point of contact between business unit proponents, supplier representatives, and other key stakeholders.
• Monitor market intelligence, source suppliers, issue RFPs, and evaluate, analyze, negotiate, and award/decline price proposals for assigned categories.
• Prepare, submit and negotiate the contract terms and conditions with legal’s support (master service agreements, commercial agreements, purchase orders, etc.).
• Work within the company's ERP System SAP/Ariba for issuing purchase orders, sourcing events and strategies, and contract lifecycle.
• Work with proponents to develop sourcing/bid and evaluation matrix documents.
• Execute the bidding process utilizing standard and repeatable means of recording communication, bid evaluation, and document storage within Ariba.
• Actively participate in conflict resolution by managing contracts regarding change orders and various other project issues.
• Manage contract renewals and amendments.
• Interface with the following groups: a) internal audit group on supplier audits, b) accounts payable and proponents for invoice reconciliation, c) HSE for contractor safety management program, set-up, and approval, d) risk management group for insurance levels and exceptions thereof, and e) SCM supplier registration and contract management teams for new supplier registration.
• Monitor assigned contracts to ensure suppliers comply with the terms and conditions.
• Maintain regular communications with suppliers to determine capacity, competency, and cost competitiveness while also participating in supplier performance meetings.
Required Qualifications:
Ø Bachelor’s degree, preferably in Supply Chain Management, Business Administration, Industrial Distribution, or Engineering
Ø Strong contract drafting, negotiation, and contract/spend analytical skills
Ø Strong problem-solving skills and an ability to communicate thoughts in a clear, concise, coherent manner – both written and verbally
Ø Strong time management skills, highly organized, and detail oriented
Ø Ability to speak to and present to individuals and groups within Oxy and externally with suppliers
Ø Strong knowledge of basic analytical and Microsoft Office software programs
Ø Able to work independently as well as within a team and across functional boundaries
Ø Basic project management skills
Ø Able to navigate change and help assist others through change
Preferred Qualifications:
Ø 5+ years of prior experience in management of labor/service contracts
Ø Knowledge of SAP, Ariba, Spotfire, Power BI systems
Ø Prior experience in land-based construction activities (Pad construction, NDE, Hydrovac, Survey, and other construction related activities)
