Morgan Consulting Resources, Inc. has been retained to conduct the search for the Chief Financial Officer for Planned Parenthood of Maryland (PPM). This is a fantastic opportunity to join a deeply respected and well positioned organization with a long history of providing high quality care across the state. The CFO will have the opportunity to build a more strategic finance function to support PPM’s growth and expansion. The position is based in Baltimore.

Planned Parenthood of Maryland (PPM) is a not-for-profit family planning agency that provides high-quality, affordable reproductive health care for all people. Many of our patients have no other health care available to them.

About the Position:

The Chief Financial Officer at PPM is responsible for the strategic leadership and management of the finance department, strategic business planning, and ensuring PPM maintains sound financial structure and fiscal responsibilities. The CFO is a key member of the Leadership Team and collaborates closely with the Chief Executive Officer, Chief Operating & Advancement Officer, and Chief Medical Officer. The CFO will serve as a thought partner to the CEO and will drive improvement throughout PPM in order to achieve the organization’s mission and vision through short-term and long-term goals. The CFO is responsible for directing the financial activities of PPM in a manner that anticipates and supports current and future organizational objectives.

We are looking for an experienced CFO with a passion for Planned Parenthood and reproductive healthcare. The successful candidate will be a community-minded, collaborative and highly motivated leader with strong change-management skills. The CFO must approach this position with an innovative lens and will play a key role in the growth of the organization.

Select Responsibilities:

  • Responsible for directing and monitoring all affiliate cash management, financial resources, and affiliate assets.
  • Establishes effective internal systems and controls that verify the integrity of all financial systems, processes, data, and reporting.
  • Responsible for the fiscal management of all programs, including annual budget & business plan development, banking oversight, personnel and program receipts and expenditures.
  • Develops procedures and techniques governing the maintenance of the accounting system including evaluation and selection of computer software.
  • Proactively collaborates with all members of the Leadership Team, and other internal stakeholders, to ensure that all teams have the tools and resources to meet their goals and successfully manage their department budgets.
  • Works with CEO, Leadership Team & PPM Board to develop, plan, and execute short, medium, and long-range organization strategies; ensures the development and implementation of associated business plans, tactics, and policies as they relate to finance.
  • Oversees preparation of financial statements and reports results to the PPM Finance Committee, Board Treasurer and PPM Board.

Qualifications & Experience:

  • Bachelor’s degree in finance or related field is required. Master’s degree and/or CPA preferred.
  • Demonstrated depth of knowledge and understanding of and successful work experience in the areas of: GAAP and general finance and accounting procedures, processes, and compliance; investment strategies; risk assessment and risk management; assets management; operations and capital budget management; general accounting; cash management, problem resolution; financial statements preparation, review, and analyses; development and implementation of effective system and business improvement processes.
  • Minimum of five years of leadership experience within health care finance.
  • Successful experience managing finance and accounting teams.
  • Experience working effectively with a board.
  • Knowledge of Medicaid is strongly preferred.

Essential Responsibilities:

  • Responsible for directing and monitoring all affiliate financial resources.
  • Works with executive leadership to develop, plan, and execute short, medium, and long range organization strategies; ensures the development and implementation of associated business plans, tactics, and policies as they relate to finance.
  • Provides strategic financial input and leadership on decision making to the CEO, leadership team, and the PPM Board.
  • Responsible for leading and driving financial best practices.
  • Establishes effective internal systems and controls that verify the integrity of all financial systems, processes, data, and reporting.
  • Performs financial impact analysis for new contracts and supports negotiations.
  • Establishes and oversees annual fiscal budgets and business plan, presents to the Board and ensures monthly compliance and/or appropriate documentation and explanation of variances from budget; oversees reporting systems to monitor department financial performance and procedures, as required.
  • Oversees preparation of financial statements and reports results to the PPM Finance Committee, Board Treasurer and PPM Board.
  • Responsible for the fiscal management of all programs, including budget development, banking oversight, personnel and program receipts and expenditures.
  • Monitors cash receipts and disbursements for multi-site clinical operations.
  • Assures solid cash management and investment of affiliate assets; in partnership with Board Treasurer, develops financial policy on investment and use of reserve funds.
  • Oversees the preparation of monthly and yearly financial reports. Responsible for reporting to the CEO with timely projections.
  • Maintains relationship with Finance Committee and Board Treasurer, and also leads regular Finance Committee meetings.
  • Works collaboratively with all members of the Leadership Team to ensure that all teams have the tools and resources to successfully monitor their department budgets.
  • Develops and implements yearly departmental goals and objectives.
  • Responsible for year-end closing and preparation of schedules necessary for the annual audit and tax returns.
  • Responsible for maintaining reporting requirements for Planned Parenthood Federation of America including meeting accreditation standards.
  • Ensures compliance with local, state, and federal reporting requirements.
  • Develops procedures and techniques governing the maintenance of the accounting system including evaluation and selection of computer software.
  • Keeps abreast of current trends, practices, and developments in the profession and makes recommendations for implementation when appropriate.
  • As a member of the Leadership Team, provides input and participates in the strategic direction and leadership of the organization.
  • Interviews and selects qualified candidates for the Finance department (finance, accounting and revenue cycle staff); monitors and evaluates performance of direct reports; acts as a mentor to staff and provides developmental opportunities; works with staff to minimize performance deficiencies; ensures that direct reports hire, supervise, and retain a competent staff.
  • Performs other related duties as needed.

Education and/or Experience:

  • Bachelor’s degree in Finance or related field is required. Master’s degree and/or CPA preferred.

Licenses: Possession of a valid Maryland motor vehicle operator’s license and willingness to use personal vehicle in the course of employment.

Physical Demand: Must be able to talk, hear and read documents both on paper and on a computer screen. Must be able to operate a computer, including keyboarding with repetitive motions of both hands and wrists. Must be able to move freely throughout and between PPM locations. Work is usually performed in an office environment, and travel between locations will be necessary. During peak activity, the position may require work in excess of 8 hours per day and/or 40 hours per week, and may involve evening, weekend and/or early morning hours. Must have ability to lift 10 pounds for the occasional need.

Mental Demand: Use of acquired knowledge and experience, problem solving skills, organizational skills, judgment, and tact. Must have ability to read, analyze and interpret complex documents, including employment law and regulations. Ability to respond effectively to sensitive inquiries or complaints.
