Job Description
Tasks:
- The Contractor’s resource will be required to prepare and submit various deliverables resulting from the services provided. These deliverables may include, but are not limited to the following:
- Executive Dashboard on Contract Implementation Progress, in Microsoft Word format, provided to the Executive Management on a Quarterly basis.
- Executive Briefing Report, in Microsoft Word format, to the Technical Authority on a Quarterly basis.
- Item Usage and Availability, in Microsoft Excel format, to the Technical Authority on a Monthly basis.
- Inventory Transfer Verification Report, in Microsoft Excel format, to the Technical Authority on a Monthly basis.
- Contract Management Recommendations, in Email format, to the Technical Authority on a Quarterly basis.
- MCS Process Mapping and Standard Operating Procedures, in Email format, to the Technical Authority on a Quarterly basis.
- Forecasting Dashboard, in Microsoft Excel format, to the Technical Authority on a Quarterly basis.
- Provide Performance Report based on PMF, in Microsoft Word format, to the Technical Authority on a Quarterly basis.
- Provide Forecasting Dashboard, in Microsoft Word format, to the Technical Authority on a Weekly basis.
- Provide Changes to Canadian Percentages Recommendations., in Microsoft Excel format, to the Technical Authority on a Quarterly basis.
- Provide an updated holistic process flows for processes between the NOCFC and OCFC2 contractor, in Microsoft Excel format, to the Technical Authority on a Monthly basis.
- For any deliverables not listed above, unless otherwise specified by the Technical Authority (TA) one (1) soft copy of the deliverable must be provided to the TA. Soft copy deliverables must be provided in Microsoft Word, or an alternative format approved by the TA.
Mandatory:
The proposed resource must have, and be a member in good standing (if applicable), a minimum of one of the following:
- Master of Business Administration (MBA)
- Masters in Project Management (MPM)
- Masters in Engineering (MEng)
- Project Management Professional (PMP) Certification
The proposed resource must have a minimum of forty-eight (48) months of combined experience within the last one hundred and twenty (120) months, writing and/or reviewing any of the following types of documents:
- Statement of Work
- Statement of Requirement
- Risk Assessment
- Risk Management Plan
- Quality Management Plan
- Performance Management Plan
- Performance Management Framework
- Project Governance
- Process Mapping
- Conducting GBA+ Assessment
- Material Forecasting
- Financial Forecasting

The proposed resource must have a minimum of twelve (12) months of combined experience, within the last one hundred and twenty (120) months, working in project management, performing any of the following Project Phases:
- Initiation
- Options Analysis
- Definition
- Implementation
Demonstrated experience should, but it is not required to be, within/for the Federal Government of Canada.
The proposed resource must have a minimum of twelve (12) months of experience, within the last one hundred and twenty (120) months, working with performance-based contracts*. The demonstrated experience should be in leading the negotiation or participating in the negotiation of performance-based contracts.
The proposed resource should have a minimum of twenty-four (24) months of combined experience, within the last one hundred and twenty (120) months, preparing briefing notes and presentations for Senior Management*. Demonstrated experience should be, but is not required to be, within/for the Federal Government of Canada.*Senior Management is defined as Director level or above.
The proposed resource should have experience, within the last 120 months, in the development of Performance Management Framework(s) (PMF). Demonstrated experience should be, but is not required to be, within/for the Federal Government of Canada.
The proposed resource should have experience within the last 120 months in process mapping and optimization for projects and/or contracts. Demonstrated experience should be, but is not required to be, within/for the Federal Government of Canada.
The proposed resource should have a minimum of 36 months of experience, within the last 120 months, writing and/or reviewing any of the following types of documents:
- Statement of Work
- Statement of Requirement
- Risk Assessment
- Risk Management Plan
- Quality Management Plan
- Performance Management Plan
- Performance Management Framework
- Project Governance
- Process Mapping
- Conducting GBA+ Assessment
- Material Forecasting
- Financial Forecasting
The proposed resource should have a minimum of 12 months of experience, within the last 120 months, managing* and/or occupying a significant role** in a multi-year In-Service Support Contract. *Management positions may include but are not limited to the following:
- Project Sponsor
- Project Manager
- Project Control officer
**Significant roles may include but are not limited to the following:
- Business Analyst
- Resource Manager
- Team Lead
The proposed resource should have a minimum of 12 months of experience, within the last 120 months, working with the following organizations:
- Department of National Defence (DND)
- Assistant Deputy Minister Materiel (ADM(Mat))
- Director General Land Equipment Program Management (DGLEPM)
