BSA/Fraud Manager
The BSA Officer and Fraud Manager is responsible for detecting, preventing, and investigating all fraud and illegal or inappropriate activities, internal or external, committed against the Credit Union and/or our members. The position also develops and maintains fraud management reporting. The BSA Officer and Fraud Manager is also responsible for developing, implementing and administering all aspects of the Bank Secrecy Act (BSA) and Anti-Money Laundering (AML) Program. The position works closely with the Vice President of Risk Management in the development and maintenance of the fraud management and BSA/AML programs at SCU. The Fraud Manager serves as the BSA Officer.
DUTIES AND RESPONSIBILITIES including the following;
- Manage, adjust, and document various controls to mitigate internal and external fraud across all channels including checks, new accounts, debit cards, credit cards, automated clearing house, wires, mobile banking, online banking, and remote deposit capture whether by outside subjects, members, or SCU staff.
- Develop, review, recommend, and implement policies and procedures to detect and prevent fraud, illegal, or inappropriate activities.
- Coordinate and/or perform investigations of fraud, illegal, or inappropriate activities that could result in losses or claims against the Credit Union. Coordinate the recovery of losses due to fraud, illegal, or inappropriate activities.
- Act as a liaison to local, state, and federal law enforcement agencies regarding issues pertaining to fraud, illegal, or inappropriate activities, handle the exchange of information (including terroristic information), obtain warrants for misdemeanor crimes, and represent the Credit Union at various court appearances.
- Stay current on laws, regulations, common practices, and trends in the fraud investigation field.
- Responsible for educating Credit Union employees on how to identify and react to potential or actual fraud or security violation situations. Keep management informed of potentially sensitive matters or issues that could have far reaching implications.
- Responsible for curating, maintaining, and delivering fraud training to the appropriate business units.
- Maintain market awareness regarding new and emerging fraud trends adopting tools and methods to detect and prevent fraud. Recommend to management solutions to adopt or newer strategies to overcome the risks.
- Periodic review of various reports, transactions, and online activities.
- Develop and maintain reporting of BSA, fraud trends, and illegal or inappropriate activities to Senior Management, Executive Officers, and the Board of Directors.
- Assists with independent audits and data validations to ensure compliance with BSA, AML and Office of Foreign Assets Control (OFAC) rules and regulations.
- Oversee and assist in state and federal examinations and reviews of BSA/AML compliance. This includes working with auditors and making recommendations based on their reports.
- Provide BSA/AML recommendations to Senior Management.
- Maintain proficient knowledge of the rules and regulations of Bank Secrecy Act and OFAC.
- Ensure timely and accurate e-filing of Suspicious Activity Reports (SARs) and Currency Transaction Reports (CTRs) to FinCEN.
- Actively participate in project management and change management activities where regulatory controls may be impacted and exposure increased.

SUPERVISORY RESPONSIBILITIES:
Supervises employees in the Fraud and BSA team. Is responsible for the overall direction, coordination, and evaluation of these units.
