OVERVIEW:
This is a business development and revenue optimization role. You will lead and manage the Business Development and Sales Business Unit – comprised of customer relationship management, sales and commercialization, and technology product management – so that Toronto Parking Authority (TPA) can profitably maximize revenue while at the same time enhance customer experience and integrate new business opportunities and strategic partnerships.

ABOUT THE TORONTO PARKING AUTHORITY (TPA):
The TPA is the largest supplier of municipal parking in North America and manages approximately 59,500 "Green P" parking spaces. This includes approximately 18,500 on-street parking spaces; 41,000 off-street parking spaces; and provides access to 6,850 bicycles across the City of Toronto. TPA, maintains 139 surface lots, 26 municipal garages and manages an additional 141 lots for various third parties. Revenue generated in 2021 was $93 million with a $19.7 million dividend paid to the City of Toronto. The Bike Share program recorded a record 3.5 million rides with more than 12 million kilometers travelled in 2021. The Green P mobile app has been downloaded 1.4 million times generating more than 62 million mobile pay transactions. Since 2002, Toronto Parking Authority has contributed more than $1.3 billion to the City of Toronto to fund important municipal services and programs, including affordable housing, transit and parks development. TPA is focused on becoming an integrated part of Toronto’s transportation network and is committed to supporting Climate Action through its expansion of Electric Vehicle charging and Bike Share services.

POSITION PURPOSE:
Lead and manage the Business Development and Sales Business Unit – comprised of customer relationship management, sales and commercialization, and technology product management – so that TPA can profitably maximize revenue while at the same time enhance customer experience and integrate new business opportunities and strategic partnerships at the Toronto Parking Authority. This role will be accountable to building enhanced rigour and discipline around TPA’s go-to-market strategy to foster client relationships and grow new business for TPA’s managed services portfolio. They will be responsible for leading the development, monitoring and continuous improvement of the customer-facing technology roadmap and relationship management of our core technology solution vendors. In addition, the incumbent will collaborate with internal and external stakeholders to drive innovation and prototyping, and guide investments in best-in-class mobility technology and design.

MAJOR RESPONSIBILITIES:
  • Develop and execute annual customer acquisition and growth plan.
  • Participate in the creation of strategic and annual operating plans of the TPA including development of new business and channels, partnership strategies, and technology product management.
  • Lead business development and sales with partners to provide value-add services to customers by adopting and fostering a continuous improvement mindset to help accelerate growth.
  • Represent TPA’s interests on parking management opportunities including partnerships with the private sector as well as the transfer of City assets for operation as municipal parking facilities; includes the preparation of proposals and agreements, and overseeing relationship management.
  • Lead and oversee technology product roadmaps for TPA’s parking management and payment platforms (Mobile App, pay-by-plate, gated systems, license plate recognition, e-commerce, reseller sales integration), and other strategic initiatives (EV charging) and emerging mobility technologies with a focus on integrated and frictionless transportation experiences across customer touchpoints.
  • Lead the development and enterprise usage of centralized property management tools and processes to improve organization, visibility, and fact-based decision making.
  • Leverage design thinking methodology and prototyping tied to innovation in parking, mobility, and impacted verticals such as Vehicles for Hire, Car Share, cargo and logistics, and sales distribution.
  • Play a key leadership role in identifying and reporting global best practices to drive enhancements to service delivery, facility design, innovation and real time outcomes.
  • Oversee research and analysis on current and longer-term mobility trends, including travel demands within and through the City, parking supply and demand issues, impacts to the business and future directions in transportation and mobility (autonomous vehicles, mobility trends, electric vehicles, etc.).
  • Partner with key city stakeholders and the public sector to accelerate deployment of last mile mobility solutions to transform ease and speed through the city while creating incremental revenue streams.
  • Lead the analysis and preparation of transactions and proformas to support real estate transactions that meet TPA business requirements.
  • Develop operational procedures, TPA policies, standards, level of service and rules and regulations as the business development subject matter expert.
  • Recommend changes to business models in response to best practices, operational efficiencies, customer feedback, mode shift/cannibalization or impacts from new disruptors.
  • Develop Revenue, Opex and Capex Budgets. Manage revenue/spend to Budget.

QUALIFICATIONS, EDUCATION AND EXPERIENCE:
  • University degree in a related discipline, including Business Administration, Commerce, Planning or Environmental Studies, Geography, or equivalent field (preferred). Equivalent experience also welcomed.
  • Experience within a company and industry that is highly dependent on new business development and sales as a core competency, with experience leading, motivating and/or managing a team.
  • Demonstrated prior experience with establishing and consistently meeting or exceeding business development targets.
  • Experience with property management software preferred but not required.
  • Parking, mobility, transit or ground transportation experience preferred but not required.
  • Sound knowledge of procurement processes and contract management.
  • Demonstrated effective management of P&Ls, targets, budgets combined with strong organizational skills, attention to detail, and ability to plan and prioritize.
